The Manpower Plans and Policy Division at Headquarters Marine Corps (HQMC) is dedicated to developing, implementing, and overseeing policies and strategies that ensure a ready, capable, and resilient force. We are committed to supporting the recruitment, retention, and development of personnel to meet the dynamic needs of the Marine Corps, fostering a culture of excellence, innovation, and operational readiness. Through data-driven planning, comprehensive policy development, and a focus on the well-being and professional growth of all Marines, we enable the Corps to fulfill its mission today and in the future.
 

Areas of Responsibility

• Determine the allocation, distribution and use of all Marine Corps manpower, uniformed and civilian.

• Develop uniformed and civilian manpower policy.

• Prepare the manpower budget estimates and justification.

• Maintain liaison with external agencies in manpower matters and administer and coordinate the overall Marine Corps productivity improvement and total quality leadership efforts.

• ​Develop manpower plans and programs for accession, classification, promotion, and retention of active component personnel.

• ​Manage the Civilian Equal Employment Opportunity Program.
