Who we are

Civilian Workforce Management (MPC) designs, develops, and implements Human Resource policies, programs, and tools that support recruiting, developing, rewarding, and sustaining a mission-ready civilian Marine workforce.

The Director, Civilian Human Resources (DCHR) serves as the Principal Advisor, Technical Authority, and the designated representative in Civilian Human Resources (CHR) for the Commandant of the Marine Corps. The Civilian Workforce Management Branch (MPC), under the direction of the DCHR, oversees the development, implementation, and evaluation of CHR policies, programs, and processes that add value to the Marine Corps and its Civilian Marines. MPC’s primary goal is to ensure the efficiency, effectiveness, and integrity of CHR practices performed at all Marine Corps bases and stations around the globe.

The Marine Corps’ Senior Executive Program Office resides within the Civilian Workforce Management Branch (MPC), Manpower Plans and Policy Division.   This office is primarily responsible for the management of senior executive allocations, executive recruitment and selection process, performance management, and awards.

The Recruitment & Workforce Shaping Section (MPC-10) provides advice, guidance, and policy development and implementation in the areas of position management, position classification, compensation, staffing and recruitment, strategic workforce planning, overseas employment.  In addition, MPC-10 serves on the Civilian Advisory Panel as a voting member for changes and updates to the Joint Travel Regulations (JTR).

Responsibilities
  • Position Management & Position Classification

    Provides organizational structure and position management guidance to accomplish the mission with maximum economy, efficiency, and productivity. Provides regulatory and policy interpretations for determining the proper pay category, series, title, grade, and supervisory status of positions.
     

  • Compensation

    Provides regulatory and policy interpretations related to pay setting and flexibilities, special salary rates, overseas allowances and differentials, and incentives to address recruitment and retention challenges.
     

  • Staffing & Recruitment

    Provides regulatory and policy interpretations on flexibilities and authorities available to recruit and hire candidates with the right knowledge and skills.
     

  • Strategic Workforce Planning 

    Provides policy interpretation and guidance on workforce shaping initiatives to accomplish mission objectives while ensuring fair and equitable treatment to lessen or eliminate adverse impact to employees.
     

  • Overseas Employment

    Provides policy interpretation on allowances, entitlements, and flexibilities for civilian employment in foreign areas.  Administers and oversees the statutory and administrative return rights, and the Marine Corps Alternate Placement Program for returning or placing employees into CONUS positions upon completion of overseas tour.
     

  • Civilian Travel

    Provides regulatory interpretations on civilian travel and transportation allowances and entitlements.

The Civilian Workforce Planning and Development Section (MPC-30) is responsible for planning, developing, administering, and evaluating policies and programs designed to develop Civilian Marines.

 

Responsibilities
  • Training, Education, & Professional Development Programs (TE&PD)

    Provides TE&PD, Strategic Workforce Planning, and Talent Development through policy, guidance, budgeting, and execution of civilian workforce programs and activities.

  • Human Resources Information Systems

    Publishes Standard Operating Procedures (SOPs) to define roles, responsibilities, and procedures for granting and auditing access to civilian HRIS.

  • Civilian Workforce Data Analytics

    Provides workforce analytical support, products, tools, and metrics in all areas of civilian human capital management throughout the United States Marine Corps in support of all MPC key programs and initiatives.

The Labor & Employee Relations Section (MPC-40) serves as the Marine Corps' Labor Relations and Civilian Awards Lead, providing labor relations advice and guidance to Marine Corps activities that have bargaining units certified by the Federal Labor Relations.


Responsibilities
  • Labor & Employee Relations Programs

    Establishes policy and procedures in the areas of civilian labor and employee relations and provides advice and guidance in these areas. 

  • Performance Management 

    Provides regular guidance for supervisors and managers to communicate job expectations and assess job performance throughout the appraisal period and to reward employees for performance that contributes to mission success.

  • Awards

    Provides updates to Honorary Awards program through announcing Annual awards from Navy. Provides Human Resource specialists with guidance pertaining to the Honorary Awards program. Houses the Honorary Awards Board as a deciding factor on awards to Navy.

  • Workers' Compensation

    Provides guidance to managers and supervisors regarding The FECA (Federal Employees' Compensation Act). Collects and complies data for Navy to better administer the FECA program.
     

  • Drug Free Workplace

    Implements the DON Drug Free Workplace program. Provides guidance and training on policy and procedures pertaining to DON’s zero tolerance for drugs in the workplace. Releases updates to DFWP program to include trainings, new policies and procedures.
