Who we are

CIRRAS, formerly known as the Integrated Clinical Management-Risk Mitigation System (ICM-RMS) tool, resulted from a November 2016 Urgent Universal Needs Statement which identified that Commanders lack access to integrated, real-time, objective, and holistic assessment of their Marines’ mental health from a single source which integrates medical, mental health, and command input. On 21 November 2017, Marine and Family Programs Division (MF) assumed the role as functional advocate for development of the system.

Marine Corps leaders make every effort to preserve and protect Marines and Sailors by utilizing persistent and engaged leadership. It is through risk identification and management that leaders can achieve the highest level of force preservation and readiness. Force Preservation and the Force Preservation Council (FPC) are guided by the Marine Corps leadership principal “know your Marines and lookout for their welfare.” The FPC intended purpose is to increase unit readiness by optimizing the potential of every Marine and Sailor through risk assessment and mitigation. At times, this can be difficult if leaders do not have all of the information necessary to assess the level of risk and implement mitigation plans in support of their Marines and Sailors. Over time we have realized that commanders, and Senior Enlisted Advisors (SEA), lack access to integrated, real-time, objective, and holistic assessments of their Marines’ and Sailors’ overall readiness from a single source, to include medical, mental health, and command input. The lack of this vital, integrated information can result in adverse or negative outcomes, including loss of life.

CIRRAS provides a single, standardized software-based tool to enable proactive identification and assessment of individual risk and resiliency factors. It additionally provides the automatic transfer of the same between commands.  CIRRAS facilitates real-time risk mitigation and management by allowing commanders and leaders to review Marine and Sailor force preservation information at any time, not just during scheduled FPC meetings. The system provides current and concise information on risk factors and highlights areas of concern. With the support of CIRRAS, commanders are better equipped to mitigate risk by selecting risk mitigation strategies specific to the individual’s level of need. CIRRAS does not change or alter the force preservation or FPC process for commanders. It simply provides a secure, integrated profile for each Marine and Sailor with the most current information to enable real-time risk management and mitigation.

Creating and deploying a Force Preservation Tool for Commanders

Together with our working group partners, we’ve laid out a roadmap to provide Commanders a single, standardized software based tool to enable proactive identification and assessment of individual risk and resiliency factors, and the transfer of the same between commands, in order to optimize individual/unit readiness and facilitate enterprise-wide risk management. 

Three-Phase Rollout of Increasing Capability

CIRRAS Version 1.0: Deployed FY20. Enabled commands to collect data from multiple sources and to collaborate in risk assessment before and during Force Preservation Councils (FPCs). 
CIRRAS Version 1.1: Deployed FY22. Added algorithms to automatically determine both risk and resiliency factors for each Marine.
CIRRAS Version 2.0: TBD. Automate Marine and Family Programs (MFP) data collection across MFP Programs at the installations entered manually and into silo systems and tools that support and inform FPCs.
