The board support section is responsible for the standardization of the board process, ensuring that individuals being screened are afforded the same opportunity of selection for assignment, promotion, or accession in accordance with statutory provisions that govern officer promotions.

MCO

Currently, MMPB-4 is in the process of developing and staffing a Marine Corps order guiding the planning and execution of a selection process pertaining to accession, assignment, and promotion.

Board Schedule and Membership Requirements

Each board is comprised of a mixture of career experience, MOS, and component (active or reserve), based on the population being considered. These requirements are tasked out to the MARFORs and HQMC agencies to ensure parity on the board. Annually in July, MMPB-4 will publish the schedule and membership requirements.

FY24 Board Schedule and Requirements

The board support section, MMPB-4, is responsible for scheduling and managing the 6 permanent, physical boardroom spaces aboard Marine Corps Base Quantico. When not in use, the boardrooms can be requested to facilitate training or to conduct screening panels. MMPB-4 is also the functional manager and administrator for the Digital Boardroom 2.0 (DBR 2.0) application. DBR 2.0 is the primary mechanism for boards and select panels to conduct records review and select individuals for their respective program. Access to DBR 2.0 is restricted to only M&RA validated and authorized persons to review official records. To utilize DBR, please email MMPB-4 to request access, and include agency requesting use, in person or virtual usage, POC to include email and phone number, and directive (MCO, MCBul, or other official directive) pertaining to the program for which individuals are being screened and selected.

Board membership is a privilege but carries with it great responsibility and legal obligations. As a board member, you have a duty to maintain the independence and integrity of the selection board process. The following direction carry the force of a direct order and violation may lead to administrative or disciplinary action.

PRE-BOARD INTEGRITY MATTERS
  • Your duty to maintain the independence and integrity of the selection board process begins with this email.

  • Immediately inform MMPB via email or phone (703-784-9713) if you are the subject of any type of investigation from today until the day of departure for board participation.

  • Do not divulge the purpose of your travel or your Board membership to anyone except your Commanding Officer / Reporting Senior.

  • Do not visit or communicate in any way (even on the basis of a personal relationship) with monitors, counselors, or occupational field sponsors. If you have an emergent circumstance – e.g. you are in the PCS negotiating process – you must go through your board sponsor to coordinate any communication with monitors, counselors, or occupational field sponsors.

  • Do not attempt to get information about or discuss any person who might be considered by the Board.

  • If anyone attempts to discuss or communicate with you in any way – e.g., by phone call, in person, or by e-mail – about your prospective participation in the board, immediately inform the MMPB staff. If in doubt, notify!

  • Do not forward any communication sent to you by the MMPB office to anyone as doing so will divulge your Board membership and will cause your removal from board participation. If you have to notify anyone of your travel, you may divulge only the DTS Line of Accounting Data, Routing List, location of TDY, and dates of travel to individuals designated by your Commanding Officer / Reporting Senior.

REQUIRED ACTIONS
  • Please reply to this email to verify receipt and to provide your contact information (please provide your preferred email address and your CELL PHONE that you will be traveling to Quantico with. There is only one email & one cell phone number allowed for the membership list).

  • Verify your DTS profile is up-to-date, and your government credit card (GTCC) is activated and not due to expire while attending the board. Your command’s Agency Program Coordinator (APC) can activate your GTCC and verify the expiration date. Your command DTS Organization Defense Travel Administrator may help you to verify your DTS profile and the creation of your authorization. You may give them the following information: prescribed travel dates, the Cross Org Line of Accounting (LOA), and that the trip is “SECNAV/CNP DIRECTED TRAVEL”.

  • Ensure that your DTS authorization is submitted and approved within two weeks of receiving this email. This allows for plenty of time to approve the authorization as to resolve any issues that may come up prior to the board and for travel.

  • Do not inform any of these people of the reason of travel or that you are a member of a Selection Board.

  • Ensure that your SAAR form is up to date for account activation/creation.

WHILE AT THE BOARD
  • Only the convening authority, or an individual specified in writing by the convening authority, may speak to board members in person about substantive matters once the board convenes.  Designated support staffs are authorized to speak to you about administrative matters only.

  • All substantive communications to the board must be in writing, be given to each member, and made a part of the board’s record.

  • Limit all substantive conversation about the board to the officially designated board spaces.  Do not discuss substantive board matters with anyone, anywhere else, e.g., in heads, lunchroom, in the van en route to and from the board spaces, or at the bachelor quarters.  All substantive discussions must take place in the boardroom.  A recorder must be present for all deliberations.

  • No lists, notes, or writing you compile during the board may leave the selection board area.  At the end of the board, all lists, notes, and other writings must be left in the burn bags in the boardroom.

  • You may only consider official records and written or published material furnished to you by the selection board administrative staff.

  • You may not consider any written or published material not provided to you by the selection board administrative staff.

  • You may not discuss anything adverse about an officer that is not in the official record provided to you at the board.

Each of the boardrooms is furnished with Marine Corps Enterprise Network – Non-classified (MCEN-N) assets for board members to access the DBR 2.0 to conduct board actions. In order to ensure board timelines are adhered to, and the board is able to convene on time, all board members must arrive with an active MCEN-N account. If a member is coming from an outside command, i.e. Recruiting, MARSOC, other service, and is aware or unsure whether their standard MCEN-N account is inactive, fill out a SAAR form and submit to Network Activity National Capital Region (email: netact_ncr_quan_accounts.fct@usmc.mil) along with a current completion certificate for Cyber Awareness Training (Course Number: CYBERM0000), or the annual DOD Cyber Awareness Challenge and DON Annual Privacy Training. When submitting your account activation/reactivation request, please include MMPB-4 on the cc line. NOTE: ensure the SAAR is filled out completely and accurately, and that Cyber Security training is up-to-date, or else the account will not be re-activated. If a board member submits a SAAR to the standard Enterprise Service Desk email, it will NOT be prioritized by the regional helpdesk and can potentially delay the account activation process.

Instructions on how to properly fill out a SAAR

Aboard Marine Corps Base Quantico, there are 6 dedicated boardrooms dispersed between two buildings, Harry Lee Hall (Building 17) and Building 2008. Harry Lee Hall is located in the housing area on Lejeune Road. There is a dedicated parking lot at Harry Lee Hall for board members. Building 2008 is right down the hill from Harry Lee Hall, located behind Yale Hall (HQ Bn building) and Bruce Mess Hall. Parking for Building 2008 is across from the Single Marine Program building, and members can access Building 2008 by taking the stairs down from the parking area.

Approximately 30 days before the start of a board, board members will receive detailed entitlements and DTS instructions pertaining to their particular board, to include planned dates of board execution, per diem and daily rates, rental car information, and guidance for submission of DTS documents. Members must adhere to the Joint Travel Regulations, local regulations and directives, and travel matters provided to properly submit their documents and ensure timely payouts.

Lodging

Liversedge Hall (15 Liversedge Dr, Quantico) is the only authorized billeting for board members. The Inns of the Corps is not authorized for lodging, as their rates exceed the authorized daily lodging rate. Due to the limited rooms available, it is imperative that board members reserve their rooms immediately upon notification of board participation. If there is no availability at Liversedge Hall, members must receive a Certificate of Non-Availability (CNA) to be included with their DTS documents. Board members are then authorized to book alternate billeting, within government lodging rates, using DTS.

Messing

Due to the hours of the boards, government messing is not directed. It is recommended that board members purchase and bring their own meals, and each boardroom is equipped with a fridge and has access to a microwave. Some boards may decide to do group orders, but that is the responsibility of the board members and requires members to contribute. Each boardroom also is equipped with coffee making equipment, but each board is responsible for providing their own hot beverage supplies.
