The Reserve Affairs Personnel Programming and Budgeting (RAP-3) is responsible for the coordination of pay & allowances fiscal requirements between HQMC Programs and Resources (P&R); Manpower and Reserve Affairs (M&RA); Plans, Policies, and Operations (PP&O); Marine Forces Command (MFC); and Marines Forces Reserve (MFR) to ensure the money needed to fund the Reserve Component is in the President’s Budget. RAP-3 is comprised of the Fiscal section and ADOS Section.
Fiscal Program Objective Memorandum (POM) Development – Advocates Reserve issues during POM development and budget submission. – Manages the RPMC account during the planning, programming, and budgeting stages of the planning, programming, budgeting, and execution (PPBE) process. RPMC Budget Management – Provides budget impact analysis of legislative proposals and congressional actions. – Provides support to P&R’s Military Personnel Branch (RFM) during budget estimate formulation, submission, and review. – Monitors, conducts analysis, and provides recommendations in support of RPMC budget execution to include fund reprogramming and redistribution actions. – Approves requests for additional/extended periods of annual training. Active Duty for Operational Support (ADOS) – Provides budget management, formulation, submission and execution expertise for ADOS funding that provides personnel augmentation for both Active and Reserve forces to accomplish special projects, and to meet operational, administrative, and exercise support requirements.

The ADOS Program is intended to provide personnel augmentation for both Active and Reserve forces to accomplish special projects, and to meet operational, administrative, and exercise support requirements of short-term duration.
Purpose
The ADOS program, through short terms of active duty, provides Marine Corps Reserve personnel of appropriate grades and skills to support the existing and emerging personnel augmentation requirements of the Total Force Marine Corps and Traditional Combatant Commands.
