The Director of Manpower Management is pleased to announce the winning idea for the Manpower Modernization Challenge II – Assignments and Retention.

A guaranteed follow-on geographic location (enlisted careerist duty station incentive) for individuals who agree to accept orders to a difficult to fill or critical assignment AND agree to obligate the necessary required service. Marines will receive this duty station incentive following the successful completion of their tour.

This incentive will be available during the FY26 retention campaign. Additional details, including eligibility and stipulations will be published in a forthcoming MARADMIN.

Marine Corps Manpower Enlisted Assignments (MMEA) emphasizes the following key points:
  1. Recruiting Environment Impact:

    • The current challenging recruiting environment will persist, affecting the Total Force.

    • Staffing MCRC adequately remains a top priority for MMEA.

    • Commanders are encouraged to educate Marines about the significance of Recruiting Duty.

  2. Accurate Manpower Model:

    • Ensuring accurate staffing goals is crucial for a precise Manpower Model.

    • Commands should collaborate with HHQ and TFSD to make necessary adjustments.

    • All requests for structural modifications must include compensation plans.

  3. Overseas Assignments:

    • Prioritizing overseas assignments, especially in III MEF, continues to be a focus.

    • Efforts are underway to enhance processes for early identification of Marines suitable for overseas roles.

    • Commanders are urged to promote the benefits of serving abroad and emphasize overseas screening programs.

  4. Total Force Retention:

    • MCRC, RA, and MM are dedicated to ensuring the right structure and processes for Total Force Retention.

    • Career Planners and Prior Service Recruiters (PSRs) collaboration is essential for discussing continued service in the Marine Corps Reserve with Marines planning to EAS.

MMEA'S TOP FOCUS AREAS
  1. FY25 Commandant Retention Program Update (CRP):

    • The FY25 CRP, targeting the reenlistment of 3,000 Marines, will be published by January 1, 2024.

    • Commands are encouraged to highlight the importance of CRP within their formations.

  2. MMEA Vacancy List:

    • MMEA has created a vacancy list feature within the MMEA Dashboard for CRP Marines.

    • Marines are advised to seize opportunities based on a first-come-first-served basis for all CRP Marines.

  3. FY25 Service Retention Bonus (SRB):

    • Manpower Plans (MP) will release the FY25 SRB Program in conjunction with the FY25 retention campaign, release date TBD.

    • Adjustments will focus on identified areas requiring additional incentives.

  4. Small Unit Leadership Initiative (SULI):

    • SULI allows high-performing corporals to be promoted to sergeant upon reenlistment, aligning top-performing NCOs with warfighting needs.

    • The initiative reduces Time in Service (TIS) as the only requirement for promotion to sergeant under SULI.

  5. MMEA E-9 Slating Board Initiative:

    • MMEA is testing an E-9 Slating Board process to enhance the assignment of senior enlisted Marines.

    • Feedback from pilot boards has been positive, and further refinement is underway.

  6. Lateral Moves (LATMOVS):

    • LATMOVs, aligned with CMC’s Talent Management Initiatives, open critical PMOSs for Marines on June 1.

    • Career Planners can guide interested Marines to explore enriching professional opportunities while staying in the Marine Corps.

  7. FY24 Roadshow Scheduling:

    • MMEA conducted numerous interviews and briefs over the past months.

    • Unit Retention Assist Visits (RAVs) are available on request, coordinated with MSC Career Planners.

  8. MMEA and MP Dashboards:

    • MMEA and MP collaborated on the “Dashboard,” providing transparency for unit-level manpower planning.

    • The dashboard offers data visualization on staffing goals, MOS health, retention rates, and service-level staffing information.

    • Both dashboards are CAC-enabled and accessible on the network.
