WHO WE ARE

The Board Operations Section (MMPB-4) serves as the central authority for the planning, coordination, execution, and oversight of the Marine Corps board process. Responsible for maintaining the integrity and standardization of official board operations, MMPB-4 ensures all boards are conducted in accordance with established policies, procedures, and Marine Corps directives. The section sources and assigns qualified personnel, validates board membership requirements, establishes standardized operating procedures, and supervises the execution of boards while maintaining all boardrooms assets for functionality.

MMPB-4 maintains the official repository for historical board records, reports, and analytics, preserving critical data used for auditing, trend analysis, institutional continuity, and future operational planning. MMPB-4 manages and oversees the Digital Boardroom 2.0 (DBR 2.0) application, the Marine Corps’ primary platform for conducting records reviews, board deliberations, and official selection processes. The section provides technical support, system oversight, account management, and procedural guidance to ensure the secure and efficient operation of the platform.

MMPB-4 coordinates and administers eight permanent boardroom facilities aboard Marine Corps Base Quantico, providing secure and professional environments for boards, screening panels, training events, and conferences. Through reliable administrative support, secure records management, detailed coordination, and efficient execution of board operations, MMPB-4 upholds the integrity, accountability, confidentiality, and effectiveness of the Marine Corps selection process while supporting the overall manpower mission of the Marine Corps.
 


DIRECTIVES


The Boards Operations section is responsible for the standardization of the board process, ensuring that individuals being screened are afforded the same opportunity of selection for assignment, promotion, or accession in accordance with statutory provisions that govern officer promotions.

Currently, MMPB-4 is in the process of developing and staffing a Marine Corps order guiding the planning and execution of a selection process pertaining to accession, assignment, and promotion.

Board Schedule and Membership Requirements

Each board is comprised of a mixture of career experience, MOS, and component (active or reserve), based on the population being considered. These requirements are tasked out to the MARFORs and HQMC agencies to ensure parity on the board. Annually in July, MMPB-4 will publish the schedule and membership requirements.

BOARDroom LOCATIONs

Aboard Marine Corps Base Quantico, there are 9 dedicated boardrooms dispersed between three buildings, Harry Lee Hall (Building 17), Building 2008( Elliott Road) , and the Marsh Center.

Harry Lee Hall is located in the housing area on Lejeune Road. There is a dedicated parking lot at Harry Lee Hall for board members. Building 2008 is right down the hill from Harry Lee Hall, located behind Yale Hall (HQ BN building) and Bruce Mess Hall. Parking for Building 2008 is across from the Single Marine Program building, and members can access Building 2008 by taking the stairs down from the parking area. The Marsh Center is located on 3280 Russell Rd.

The Board Operations section, MMPB-4, is responsible for scheduling and managing the eight permanent, physical boardroom spaces and HLH Regimental Room aboard Marine Corps Base Quantico. When not in use, the boardrooms can be requested to facilitate training or to conduct screening panels. The Regimental Room can be reserved for office gatherings, retirement ceremonies, promotions, school events and much more.
