Reserve Resolution Task Force (R2TF) Charter

1.  Purpose.  Establish a temporary Task Force to deliver decisions and implement solutions that resolve priority Marine Corps Reserve issues, including required changes to policy, processes, and supporting systems.

2.  Mission.  Identify, prioritize, and resolve administrative and operational challenges that negatively impact the Reserve population by integrating policy, manpower, resourcing, and systems/data stakeholders to deliver decisions and implemented outcomes.

3.  End State.  Issues are resolved when:
  • Decision approved by appropriate authority
  • Policy/guidance published (as required)
  • Processes implemented and standardized
  • Systems updated (e.g., MCTFS, TFRS)
  • Data aligned and visible
  • Resources aligned (funding, manpower, authorities)
  • Communication delivered to the force
  • Ownership assigned for sustainment
4.  Concept of Employment
  • Full-time task force (ADOS-RC) with targeted augmentation
  • Focus on cross-functional issues requiring policy, process, and system changes
  • Operates as a central integration cell across HQMC, MARFORRES, and system owners
  • Drives issues through implementation to resolution
  • Task Force concludes June 2027 and remaining issues transition to assigned personnel

1. Systems & Data Modernization
  • Automate and improve accuracy of Reserve personnel, orders, and retirement data across MCTFS, MROWS, and associated systems
  • Priority Outcomes:
    • Automate DD-214-1 population and qualifying service identification
    • Automate reduced retirement age eligibility and notifications
    • Correct core data fields and MROWS logic to ensure compliance
2. Policy & Compliance Alignment
  • Review and update policies, processes, and system logic to ensure compliance with law and DoD guidance
  • Priority Outcomes:
    • Publish Reduced Retirement MARADMIN and correction process
    • Align bonus execution (PEF codes, obligations, payments) with DoDI
    • Standardize ADOS/HADT policy and waiver processes
3. Transparency & Access to Opportunities
  • Improve visibility and access to Reserve opportunities (ADOS, SMCR, IMA) and incentives for Marines and administrators
  • Priority Outcomes:
    • Implement system to collect, fund, and advertise ADOS requirements
    • Improve visibility of SMCR/IMA billet opportunities (BICs)
    • Establish centralized Reserve incentives and guidance
4. Reporting, Analytics & Decision Support
  • Enhance data integration, reporting, and analytics to support end strength, retention, and resource decision-making
  • Priority Outcomes:
    • Improve ADOS/AT execution tracking and cost visibility
    • Automate Reserve dashboards (end strength, retention, bonuses)
    • Close data gaps impacting MARFORRES and HQMC decision-making
5. Force Management & Retention Optimization
  • Assess and improve incentives, participation models, and career pathways to sustain Reserve force readiness and growth

(R2TF) Roles, Responsibilities, and Desired Skills

1. Task Force Lead.  Leads the R2TF to deliver resolved outcomes across policy, systems, and processes
  • Responsibilities:
    • Reports to the RAP Branch Head
    • Sets priorities and directs effort across all lines of effort
    • Integrates policy, systems, and communications into unified solutions
    • Coordinates with senior stakeholders to drive decisions
    • Drives issues through implementation to resolution
  • Desired Skills:
    • Ability to drive change across multiple organizations
    • Strong decision-making and problem-solving skills
    • Understanding of Reserve Affairs and HQMC processes
    • Clear, concise communication with senior leaders
2.  Policy Team. Develops and aligns policy, guidance, and authorities to enable implementation
  • Responsibilities:
    • Drafts MARADMINs, policy updates, and decision papers
    • Ensures alignment with law, DoD guidance, and Marine Corps policy
    • Defines process changes required for implementation
    • Coordinates across stakeholders to gain approval
  • Desired Skills:
    • Knowledge of law, DoD policy, and Marine Corps directives
    • Ability to research and translate policy into executable guidance
    • Experience drafting formal guidance and decision documents
    • Strong coordination and attention to detail
3. Systems Team.  Designs, integrates, and validates system and data solutions to implement change
  • Responsibilities:
    • Develops system requirements (MCTFS, MROWS, reporting tools)
    • Translates policy decisions into system and data changes
    • Validates system outputs and data accuracy
    • Coordinates with system owners to implement changes
  • Desired Skills:
    • Experience with MCTFS, MROWS, TFRS, or similar systems
    • Strong data analysis and problem-solving skills
    • Ability to translate requirements into system solutions
    • Familiarity with data tools and programming (e.g., Power Query, Python, SQL)
4.  Communications Team. Ensures clear, accessible communication to the force
  • Responsibilities:
    • Develops and disseminates guidance to Marines and administrators
    • Improves transparency of opportunities and programs
    • Maintains centralized information platforms
    • Ensures consistent messaging across stakeholders
  • Desired Skills:
    • Strong written and verbal communication skills
    • Ability to simplify complex information into clear guidance
    • Experience with information management or communication platforms
    • Understanding of Marine audience and force-wide messaging
