Who We Are

The Enlisted Assignments Branch is responsible for assigning and retaining active component enlisted Marines to meet the manpower needs of the Marine Corps.

MMEA Core Focus Areas

Enlisted Retention & Talent Management

Sustaining momentum on FY25 retention goals with FTAP and STAP execution.

• Implementing the Dual Cohort Retention Model for early reenlistments and force stability.

• Managing Selective Retention Bonus (SRB) approvals.

• Career Counselors remain the primary contact for reenlistment inquiries.

Orders & Assignments Management

Orders will slow down at the fiscal year-end due to funding constraints.

• Priority will be given to mission-critical assignments during Continuing Resolutions (CRs).

• Monitors will draft unfunded orders in advance for rapid execution once funding restores.

• Commands and Marines should maintain open communication with MMEA for planning.

Strengthening Communication & Command Collaboration

• Encouraging continuous feedback from commands to identify manpower challenges.

• Ensuring transparent updates for Marines regarding retention and assignments.

• Supporting proactive engagement between MMEA, Career Counselors, and unit leadership.

Creating Opportunities for Marines

• Aligning assignments with talent and career development goals.

• Enhancing predictability in assignments to support Marine career planning.

• Promoting continued service incentives through bonuses and career progression paths.

Fiscal & Structural Adaptability

• Preparing for budget fluctuations while prioritizing mission-essential funding.

Recruiting & Retention in a Challenging Environment

- The current recruiting landscape remains difficult, directly impacting the Total Force.
- Ensuring adequate staffing for MCRC remains a top priority to meet long-term recruiting goals.
- Commanders should educate and encourage Marines on the significance and impact of Recruiting Duty, reinforcing the necessity of a strong recruiting force.
- Retention is a shared responsibility—leaders must remain actively engaged in mentorship and career development discussions to sustain the force.


Data-Driven Assignments & a Precise Manpower Model

- Accurate staffing goals and manpower models are critical for effective force management.
- Commands should proactively engage with HHQ and TFSD to ensure proper force distribution and submit well-justified structure change requests with compensation plans.
- We will continue to leverage data and analytics to enhance assignment decisions and workforce optimization.


Global Force Posture & Overseas Assignments

- Overseas assignments, particularly in III MEF, remain a top priority to support national defense strategy.
- MMEA is enhancing processes for early identification of Marines for overseas billets to improve talent alignment.
- Commanders should actively promote the benefits of serving abroad, ensuring Marines understand the personal and professional growth opportunities these assignments offer.
- Proactive overseas screening programs ensure readiness and smooth transitions for Marines and their families.


Total Force Career Continuity

- MMEA, in collaboration with MCRC, RA, and MM, remains dedicated to structuring the force to enable seamless transitions between Active and Reserve components.
- Active Reserve Career Counselors serving as Direct Affiliation Program Specialists throughout the FMF are essential in discussing options around continued service in the Marine Corps Reserve for Marines planning to EAS.
- Leaders should embrace a holistic approach to career management, incorporating family, mental well-being, and professional growth into retention discussions.

The Director of Manpower Management is pleased to announce the winning idea for the Manpower Modernization Challenge II – Assignments and Retention.

A guaranteed follow-on geographic location (enlisted careerist duty station incentive) for individuals who agree to accept orders to a difficult to fill or critical assignment AND agree to obligate the necessary required service. Marines will receive this duty station incentive following the successful completion of their tour.

This incentive will be available during the FY26 retention campaign. Additional details, including eligibility and stipulations will be published in a forthcoming MARADMIN.
