MARADMIN 470/24: Strategic Location Incentive Program (SLIP) Overview and Details

The Strategic Location Incentive Program (SLIP), effective from 1 October 2024, is a new assignment and retention initiative for career enlisted Marines. The program incentivizes Marines to accept difficult-to-fill or critical billets by offering them a preference for their follow-on duty station. SLIP is aimed at filling critical billets in remote or overseas locations while enhancing retention.

Objective

SLIP is intended to help fill challenging billets, such as those located overseas, in remote areas, or requiring special qualifications, by offering a duty station preference after completion of the SLIP assignment. This helps balance personnel needs while giving Marines more control over their career path.

Details

  • SLIP Start Date: Orders eligible for SLIP must be written after 1 October 2024.

  • Discretion of PMOS Monitors: The determination of what qualifies as a “difficult to fill” or “critical” billet is made at the discretion of each Marine’s Primary Military Occupational Specialty (PMOS) monitor. The billets can vary by MOS but generally include overseas, remote, and special skill assignments. Eligible billet vacancies are posted below.

Consultation with the PMOS monitor is essential to confirm current eligibility and availability as this may vary based on personnel needs.

Eligibility Requirements

To be eligible for SLIP, Marines must meet the following criteria:

  1. Completed initial enlistment and eligible for a subsequent reenlistment in Zones B, C, or D.

  2. Not assigned to a Headquarters Marine Corps Special Duty Assignment Screening Team (HSST) or slated for special duty or screenable billets at the time of SLIP orders.

  3. Meet general eligibility requirements as outlined in MCO 1300.8, including time-on-station requirements.

  4. Not have an RE3O reenlistment code (disqualifying code).

  5. Obligate sufficient service to complete the orders in accordance with the Joint Travel Regulations.

Program Incentives and Application

  • Draw Case Code (DCC): Marines who accept a SLIP assignment will be assigned a SLIP Draw Case Code (DCC) "DS" in the Marine Corps Total Force System (MCTFS). This code stabilizes their current assignment and prevents participation in other special programs until the tour is completed.

  • Agreed Follow-On Duty Station: Upon successful completion of the SLIP-eligible assignment, Marines will be assigned a follow-on duty station based on the preferences agreed upon in their SLIP orders.

Summary of Key Takeaways

  • SLIP is an incentive-based program aimed at filling critical billets by offering Marines a preferred follow-on duty station assignment.

  • Eligibility requires Marines to have completed their initial enlistment and meet specific reenlistment criteria.

  • PMOS monitors determine which billets qualify as difficult to fill, but Marines can reference the general SLIP eligible locations for guidance.

  • This program promotes stability in assignments and offers career Marines a way to advance while taking on challenging roles in remote or overseas locations.

Marines interested in participating in SLIP should consult their PMOS monitor to get updated information on available billets and any potential adjustments to eligible locations.
