Preparing for a Selection Board
This section provides the foundational guidance and tools necessary to prepare for any competitive board managed by MMOA-3. The Marine Corps selection system is a fair, equitable, and performance-based process designed to select the "best and most fully qualified" officers for command, education, and special programs.
Your record is your personal representative at all selection boards. The board does not see you in person; they only see your digital record. Ensuring your record is accurate, complete, and effectively communicates your performance and potential is your sole responsibility.
Key Preparation Actions
Preparing for a board requires a systematic approach. Before auditing your record, take these key actions:
- Read the Convening MARADMIN: Each board is announced via MARADMIN. This message is the primary source for specific eligibility criteria, timelines, and submission requirements.
- Prepare Your Board Communication: For many competitive boards, your primary direct communication with the board members is a formal Letter to the Board. Draft this correspondence with precision—ensuring it remains concise, professional, and in compliance with the instructions in the announcement MARADMIN.
- Engage Your Monitor: Your PMOS Monitor is your primary career counselor. Discuss your intentions to compete on a board with your monitor well in advance.

Talent Management Philosophy & Career Obligations
Every program, board, and assignment executed by MMOA is governed by the foundational assignment policies of MCO 1300.8 and MCO 5250.1. Officers participating in MMOA-3 programs must understand the following career obligations:
Needs of the Service are Paramount
- MAGTF readiness and valid staffing requirements always drive assignment decisions.
- Service requirements will prevail when competing with individual preferences or family considerations.
Best and Fully Qualified
- Selection for command, resident education, and key leadership billets is fiercely competitive.
- Board selections are based strictly on demonstrated performance and future potential.
Concurrent Obligations
- All service obligations (such as PCS retainability and educational payback tours) run concurrently.
- An officer cannot separate from the Marine Corps until all forms of obligated service are satisfied.
Return on Investment
- Graduate education, fellowships, and specialized training are strategic investments.
- Selection for these programs incurs a mandatory, follow-on utilization tour.
- The length of your payback/utilization tour is directly proportional to the length of the academic program attended.
Tour vs. Assignment
- A Tour refers to the overall time spent at a geographic location.
- An Assignment refers to a specific billet an officer holds within that tour.
- Officers may execute multiple assignments while completing a single tour.
