MMOA-3 is responsible for the review and approval of all Active-Duty Officer transfer of educational benefits (TEB) requests that are submitted within the MilConnect website. TEB is neither an entitlement nor a transition benefit and is in effect as a retention tool. Eligible Marines may submit a request to transfer all, or a designated portion of (i.e., whole months greater than 0) their unused PGIB education benefits to one or more of their eligible dependents in return for a 4-year service obligation (i.e., from the date of their completed request).
What is TEB?
The Transfer of Education Benefits (TEB) program allows eligible Marines to transfer their unused Post-9/11 GI Bill education benefits to their eligible dependents.
Who is eligible to transfer benefits?

Marines must have at least six years of creditable military service.

Marines must be eligible to serve for an additional four years from the date of the transfer request.

The transfer request can only be submitted and approved while the member is on active duty.

Marines who are found unfit for continued naval service and designated for a medical discharge/retirement may elect to transfer their unused Post 9-11 GI Bill educational benefits with no additional service obligation, provided the election is made prior to separation and the Marine is awarded an honorable discharge.
Who are eligible dependents?
- Spouses and children are eligible dependents.
- Children enrolled in DEERS can receive transferred benefits: From age 18 through 20. From age 21 through 22, if they have full-time student status.
How to transfer benefits?

Marines must submit a request through the Defense Manpower Data Center (DMDC) TEB Website.

The request must designate the dependent(s) to whom the benefits are being transferred, the number of months of benefits to be transferred to each dependent, and the period for which the transfer shall be effective.

Marines must complete the TEB Acknowledgements checklist during the application process.
Service Obligation:

Marines who transfer their benefits incur a four-year service obligation from the date of their completed request.

If a "force-shaping event," such as involuntary separation, keeps members from fulfilling their service obligation, they may keep their completed transfer of education benefits.
