ECDP is a pilot program allowing senior enlisted Marines in the grades of E-8 and E-9 to serve up to their service limitations without repeated reenlistment requests, offering stability, reduced administrative tasks, and a long-term path for career planning.
Marines in the grades of E-8 and E-9 with at least 15 years of active service or 2-years’ time in grade, and an End of Current Contract (ECC) date before September 30, 2026, are eligible to apply.
Starting June 1st, 2025, Marines are eligible to apply for ECDP at their next reenlistment.
A Marine can choose not to enter the ECDP at reenlistment. They will continue to reenlist under a standard reenlistment, submit for Fleet Marine Corps Reserve (FMCR), submit for retirement if eligible, or EAS.
Once a Marine enrolls in the ECDP, their end of active service automatically becomes the service limitations for that grade:
•E-8: Up to 27 years of active service
•E-9: Up to 30 years of active service
If a Marine is administratively reduced in grade while on the ECDP, they may continue service up to the ECFC for that grade.
IOS is the date a Marine cannot retire or separate before. Marines incur additional obligated service for promotions, assignments, SRBs, and education benefits. Each obligation is voluntary and carries its term, which will be reflected in the “Incurred Obligation Service to Date”. Most actions run concurrently while some are additive to a Marine’s current IOS. Marines will obligate additional service as needed without submitting additional reenlistment or extension requests to HQMC.
Once a Marine enters the ECDP, they may voluntarily leave only through resignation or retirement after fulfilling their obligated service requirement.
Marines must request retirement or resignation 6-18 months before their planned retirement date and must fulfill any incurred service obligations. Marines who resign instead of complying with assignment instructions must request separation within 30 days of receipt of orders. Their new End of Active Service (EAS) will be six months from their original report date from PCS orders.
A Marine who desires to separate instead of complying with assignment instructions must request separation within 30 days of receipt of orders. A Marine must submit Appendix J to MMSR. Upon MMSR approval, a Marine will receive a PRR date NLT the last day of the month following the estimated date of arrival to the new duty station.
A Marine who desires to separate instead of complying with assignment instructions must request separation within 30 days of receipt of orders. The Marine will submit an AA Form requesting resignation to MMSR, endorsed by the first O6 in the Marine’s chain of command. A Marine who is not retirement eligible will receive a RE-3O draw case code. Once the RE-3O page 11 is received by MM, MMSR will provide a separation date six months from the Marine’s RE-3O acknowledgement.
Marines can be involuntarily removed through administrative separation as per MCO 1900.16 CH2. A Marine who desires to separate instead of complying with assignment instructions must request separation within 30 days of receipt of orders. Failure to submit for resignation within 30 days of receipt of orders may result in punitive or administrative actions.
Marines may submit for an SRB, if eligible, upon initial entry into the ECDP (This is the only time an SRBP IOS will run concurrently) and will incur the associated obligated service concurrent with their initial 24-month obligation from entering the ECDP. Failure to meet service obligations will result in recoupment of the unearned SRB or Kicker amounts. SRB eligibility will be published via MARADMIN.
Subsequent SRBs or Kickers may be applied for through the unit career counselor via the Total Force Retention System (TFRS) upon fulfillment of any current obligated service from receiving a previous bonus or kicker. These subsequent SRBP and/or Kickers are ADDED to the Marine’s current IOS date. Failure to meet service obligations will result in recoupment of the unearned SRB or Kicker amounts.
Marines may sell back leave upon initial entry into the ECDP. After that, leave can only be sold back at retirement or separation.
