DIRECTIVES
The Boards Operations section is responsible for the standardization of the board process, ensuring that individuals being screened are afforded the same opportunity of selection for assignment, promotion, or accession in accordance with statutory provisions that govern officer promotions.
MCO
Currently, MMPB-4 is in the process of developing and staffing a Marine Corps order guiding the planning and execution of a selection process pertaining to accession, assignment, and promotion.
Board Schedule and Membership Requirements
Each board is comprised of a mixture of career experience, MOS, and component (active or reserve), based on the population being considered. These requirements are tasked out to the MARFORs and HQMC agencies to ensure parity on the board. Annually in July, MMPB-4 will publish the schedule and membership requirements.

The Board Operations section, MMPB-4, is responsible for scheduling and managing the 9 permanent, physical boardroom spaces aboard Marine Corps Base Quantico. When not in use, the boardrooms can be requested to facilitate training or to conduct screening panels. MMPB-4 is also the functional manager and administrator for the Digital Boardroom 2.0 (DBR 2.0) application. DBR 2.0 is the primary mechanism for boards and select panels to conduct records review and select individuals for their respective program. Access to DBR 2.0 is restricted to only M&RA validated and authorized persons to review official records. To utilize DBR, please email MMPB-4 to request access, and include agency requesting use, in person or virtual usage, POC to include email and phone number, and directive (MCO, MCBul, or other official directive) pertaining to the program for which individuals are being screened and selected.
BOARD MEMBERSHIP
Board membership is a privilege with serious legal and ethical responsibilities. Violations may lead to administrative or disciplinary action.
Before the Board
- Notify MMPB (703-784-9713) immediately if you're under investigation anytime from now until departure.
- Keep your membership confidential – only your Commanding Officer / Reporting Senior may know.
- Avoid all contact (even personal) with monitors, counselors, or field sponsors. Any needed communication must go through your board sponsor.
- Do not discuss or seek info on anyone who might be considered by the board.
- Report any attempt by others to discuss your board role to MMPB immediately.
- Do not forward MMPB emails. If travel notification is needed, only share LOA, routing list, TDY location, and dates with designated personnel.
Required Actions
- Member must confirm receipt pertaining Marine Corps matters, with your preferred email and cell phone (only one of each allowed).
- Verify DTS profile & GTCC are active and up-to-date. Your command APC and DTS Org DTA can assist.
- Submit and approve your DTS authorization within two weeks.
- Ensure your SAAR form is current.
Do not disclose your selection board participation to anyone outside your CO/Reporting Senior.
During the Board
- Only the convening authority (or designee) may discuss substantive matters in person.
- All substantive communication must be in writing, shared with all members, and added to the board record.
- Discuss board matters only in designated board spaces, never elsewhere.
- A recorder must be present for all deliberations.
- Leave all notes and lists in the burn bags at board’s end.
- Consider only official records and materials provided by board staff.
- Do not consider or discuss any adverse info not in the official record.
COMPUTER ACCESS
Each of the boardrooms is furnished with Marine Corps Enterprise Network – Non-classified (MCEN-N) assets for board members to access the DBR 2.0 to conduct board actions. In order to ensure board timelines are adhered to, and the board is able to convene on time, all board members must arrive with an active MCEN-N account. If a member is coming from an outside command, i.e. Recruiting, MARSOC, other service, and is aware or unsure whether their standard MCEN-N account is inactive, fill out a SAAR form and submit to Board Operations along with a current completion certificate for Cyber Awareness Training (Course Number: CYBERM0000), or the annual DOD Cyber Awareness Challenge and DON Annual Privacy Training. When submitting your account activation/reactivation request, please include MMPB-4 on the cc line. NOTE: ensure the SAAR is filled out completely and accurately, and that Cyber Security training is up-to-date, or else the account will not be re-activated. If a board member submits a SAAR to the standard Enterprise Service Desk email, it will NOT be prioritized by the regional helpdesk and can potentially delay the account activation process.
MAP OF BOARD'S LOCATION
Aboard Marine Corps Base Quantico, there are 9 dedicated boardrooms dispersed between three buildings, Harry Lee Hall (Building 17), Building 2008, and the Marsh Center. Harry Lee Hall is located in the housing area on Lejeune Road. There is a dedicated parking lot at Harry Lee Hall for board members. Building 2008 is right down the hill from Harry Lee Hall, located behind Yale Hall (HQ BN building) and Bruce Mess Hall. Parking for Building 2008 is across from the Single Marine Program building, and members can access Building 2008 by taking the stairs down from the parking area. The Marsh Center is located on 3280 Russell Rd.

DTS INFORMATION
Approximately 30 days before the start of a board, board members will receive detailed entitlements and DTS instructions pertaining to their particular board, to include planned dates of board execution, per diem and daily rates, rental car information, and guidance for submission of DTS documents. Members must adhere to the Joint Travel Regulations, local regulations and directives, and travel matters provided to properly submit their documents and ensure timely payouts.
Lodging
Liversedge Hall (15 Liversedge Dr, Quantico) is the only authorized billeting for board members. The Inns of the Corps is not authorized for lodging, as their rates exceed the authorized daily lodging rate. Due to the limited availability, we recommend board members reserve their rooms immediately upon notification of board participation. Other lodging is authorized with a CNA from Liversedge.

Messing
Due to the hours of the boards, government messing is not directed. It is recommended that board members purchase and bring their own meals. In addition, Boardroom is equipped with a fridge, microwave and coffee making equipment. However, each board is responsible for providing their own hot beverage supplies.
