Command Screening

This section manages the competitive selection boards that screen and select the Marine Corps' future operational and acquisition command teams. The Command Screening Program (CSP) was implemented to ensure Marines receive the best possible leadership and to provide all eligible officers with a fair and equitable opportunity to lead.

Pursuant to the talent management directives of MCO 5250.1, the goal of every command screening board is to select the best and most fully qualified officers for these critical leadership and command-equivalent billets.

Board Preparation
  • Board Preparation: Your record is your only representation to the board. All officers are expected to have conducted a full self-audit of their OMPF and MBS prior to their board's convening date. For detailed instructions, refer to Board Readiness.

remove by request (RBR)
  • Officers who are eligible for a board but do not desire to screen must formally submit a Remove By Request (RBR) package. The specific procedures, required endorsements, and submission templates are detailed on each respective board's sub-page.
The Command Screening Program (CSP) ensures that our Marines receive the best possible leadership by providing a fair and equitable opportunity for all eligible officers to be considered for command. This formalized and objective system is designed to select the best and most fully qualified officers to lead the Marine Corps' operational and supporting establishments.

Alternate Slating Policy: Alternate lists are published in alphabetical order to maintain slating flexibility. MMOA monitors will proactively initiate contact with an officer on a case-by-case basis should an operational fleet-up be required.

Declining to Screen: Remove By Request (RBR)
Officers who are eligible but do not desire to screen for command must formally request removal. To do so, you must complete the online questionnaire (indicating your intent not to screen) and attach a formal Administrative Action (AA) form requesting RBR.
  • Endorsement Requirement: The AA form must be endorsed by the first Marine in your fitness report routing chain. (The Senior Marine Representative or administrative reviewer may be used if there is no Marine in the chain).
  • Submission Warning: Officers without a properly endorsed AA form will be screened by the board.
  • Routing: The "To" line must be addressed to: CMC (MMOA-3) 3280 Russell Road Quantico, VA 22134.
  • RBR Templates: (If you have trouble viewing the AA Form in your browser, save it to your desktop and open it with Adobe Reader).
