The Plans and Programs Section administers the screening process and manages the programs that fall under resident education for active duty officers in the Marine Corps.

There are four main boards that screen officers for resident education opportunities: Top-Level School Board (TLS), Commandant’s Professional Intermediate Board (CPIB), Commandant’s Career-Level Education Board (CCLEB), and Funded Law/ Excess Leave Program Board (FLEP/ELP). The sub-programs under these boards offer top-performing officers assignments to a wide range of postgraduate programs, such as professional military education, graduate education, fellowships, etc.

In FY 2012, the Commandant of the Marine Corps announced a new approach for selecting and slating active duty officers to resident school opportunities. Now called the Commandant’s Education Boards and broken down into two sub-boards, the CPIB and CCLEB have increased the number of officers the Marine Corps to school each year. For more information on this process and subsequent programs, click the Commandant’s Education Boards tab below.

Resident instruction is obtained through attendance at one of the formal schools within the Marine Corps University (MCU), at sister service and joint schools, or at foreign service schools. Resident programs present a unique learning opportunity in that they allow sister service, interagency, and foreign service students to participate in the education and exchange of ideas with Marine students.

The FLEP/ELP Boards, or Law Education tab below, are for officers interested in transitioning from their current primary military occupational specialty (PMOS) to the PMOS of 4402 (Judge Advocate).

OVERVIEW

The Commandant’s Education Board (CEB) consists of two boards the Commandant’s Professional Intermediate-Level Board (CPIB) and the Commandant’s Career-Level Education Board (CCLEB) both are the premier Professional Military Education (PME) and graduate education opportunities.     

The board will convene for approximately four weeks to select the best and fully qualified officers for resident PME programs, graduate education programs, and special duty assignments available within the Marine Corps.

Marine Corps Graduate Education Program Order, reference (a), establishes the policies and procedures governing the CCLEB and CPIB, to include the eligibility process, board selection and slating, and requirements for participation and completion of these programs.  Marines are encouraged to review the graduate education order 1524.1 

The CEB consists of the Commandant’s Career-Level Education Board (CCLEB) for First Lieutenants and Captains, as well as the Commandant’s Intermediate-Level Education Board (CPIB) for Majors (and Major selects).

CPIB selects the best and fully qualified captains (selected for promotion to major) and majors to staff resident education programs and special duty assignments available within the Marine Corps, to include:

  • International Affairs Programs

  • Resident PME

  • Foreign PME

In early summer each year, MMOA-3 will release separate MARADMINs announcing the upcoming CEB.

CEB Eligibility

Time-on-station Requirements. Unrestricted commissioned officers in the active component with slated estimated dates of departure within the fiscal year who will complete TOS requirements per MCO 1300.8 within the fiscal year are eligible. Please contact me if you wish to change your current tour length to meet eligibility requirements.

Grade Requirements. All majors, captains who have been selected for promotion to major, and captains in zone for promotion to major will be considered by the CPIB. Selection of an in-zone captain by the CPIB is conditional upon the officer also being selected for promotion to the next rank.


CEB Ineligibility:

  • Officers in the above zone for promotion to major and officers selected for promotion to lieutenant colonel.

  • Officers with an approved separation or retirement date

  • Officers who are currently enrolled in a program designated to them by a previous CEB (CCLEB or CPIB)

  • Officers who have not fulfilled an obligated utilization tour for a previously attended program (CCLEB or CPIB)

  • Officers who complete the Command and Staff Blended Seminar Program (BSP) or Advanced-ILS (i.e. SAW, SAMS, MAWS, SAASS)

  • Exceptions

    • Lieutenant colonels, or officers in zone or selected for promotion to lieutenant colonel, may opt in to be considered for the Congressional Fellowship Program

    • Officers who are A-ILS complete and meet all other eligibility requirements may screen for Training with Industry or fellowship opportunities.

CEB Questionnaire

Marines eligible for a CEB will be provided a questionnaire to solicit their preferences.

Questionnaires and transcripts enable monitors to make informed slating decisions to assign the right Marine to the right program for the right reasons.  Officers with long programs must submit transcripts to the Naval Postgraduate School (NPS).  All officers should submit your undergraduate/graduate transcripts via the questionnaire.

Officers who fail to complete the questionnaire or submit transcripts will still screen and may be slated/assigned to a program at the board’s and/or monitor’s discretion.


CEB Selection

An annual non-statutory board selects primaries and a sufficient number of alternates that mitigate historic attrition rates due to resignations, deferrals, and retirements.

The board make selections based only on performance and potential as indicated from the officer’s OMPF and any supplemental information submitted by the officer to the board.

All correspondence to the board must originate from or be endorsed by the eligible officer.

Terms and Definitions from MCO 1524.1 Graduate Education Program (GEP)

Certificate Program. A non-degree program consisting of a concentration of graduate-level courses in a specific area that results in award of academic credit and a certificate of completion.

Congressional Fellowship Program. The Congressional Fellowship Program offers Marine officers the opportunity to understand the operations and functions of the Legislative branch of the U.S. Government and the legislative process, which is vital to the Marine Corps. Typical responsibilities of fellows include: drafting legislation, planning Congressional committee hearings, serving as liaisons to constituents, business, trade associations and public interest groups, briefing members of congress for floor debates, strategic planning and analysis of public policy issues, planning international conferences and dialogues.

Degree Program. A course of study for which a college or university confers an award to signify satisfactory completion of that course of study.

Graduate Education Program (GEP): Encompasses a variety of initiatives and opportunities through which the Marine Corps sponsors or supports advanced education for its officers and enlisted personnel. These programs are designed to enhance the intellectual capacity, professional skills, and strategic thinking of Marines, ultimately contributing to the effectiveness of the Corps.  See incurred service obligation.

Fellowship Program. An assignment in which selected Marine Corps military personnel work away from the DoD for a specified time, not to exceed 12-months, to gain education or experience of value to the Marine Corps and the gaining organization.

Fully Funded. While pursuing a graduate degree, the military officer receives full pay and allowances, with the majority of the tuition and other schooling costs being assumed or paid by the U.S. Government or by another organization. The officer attends school instead of performing usual military duties.

Foreign PME. Officers are assigned to Marine Corps-funded, full-time JPME at intermediate and senior level international colleges. Programs differ in length and foreign language requirements, but all result in award of JPME phase I credit. Marine Corps University provides annual requirements list for international military college quotas to HQMC (MMOA-3) to achieve prioritized engagement efforts.

Incurred Service Obligation:  Marines selected for programs that fund master's or other advanced degrees in specific fields often incur a service obligation related to the length and cost of the program. Programs lasting 12 months or less: incur a 36-month active-duty service obligation upon completion. Programs lasting longer than one calendar year: incur a service obligation capped at 48 months of active-duty service upon completion.

Mission-Funded Distance Learning Programs:  The Marine Corps offers mission-funded, non-resident Distance Learning (DL) graduate degree and certificate programs at NPS for eligible active-duty Marines (O1-O5, CWO2-CWO4, and E6-E7).  Marines selected for these programs agree to remain on active duty.  The service obligation for these programs is 36 months of active duty for programs lasting 12 months or less and 48 months of active duty (capped) for programs lasting longer than one calendar year.  This obligation begins upon completion of the program and runs concurrently with any other existing service obligations.

NPS Certificate and Non-degree Programs. Selected officers participate in Marine Corps-funded certificate and non-degree programs. These programs may be offered via distributed learning, while in residence at NPS in another degree program. See incurred service obligation.

Partially Funded. While pursuing a graduate degree, the military officer receives full pay and allowances with the majority of tuition and other schooling costs paid by the officer from personal funds and/or benefits to which the military officer was entitled. The officer attends school instead of performing usual military duties.

Olmsted Scholar Program. Marine Corps officers are assigned to Marine Corps and scholarship-funded, full-time graduate education at a foreign university to meet Marine Corps requirements. Selection to this program also includes the requisite language training conducted at Defense Language Institute.

Scholarship Program. Officers are assigned to Marine Corps and scholarship-funded, full-time master’s degree programs to meet Marine Corps requirements.

Service Colleges. Officers are assigned to Marine Corps-funded, fulltime PME and JPME at the College of Naval Command and Staff or the College of Naval Warfare, Air Force War College, Marine Corps Command and Staff College, or Command and General Staff College. These schools provide intermediate level service college accredited by the CJCS to award JPME phase I credit. Students may earn a master’s degree at each college.

Service and Joint Advanced Warfighting Schools. Officers are assigned to Marine Corps-funded, full-time programs at service and joint schools to meet officer professional development requirements. Programs differ in length and education outcomes.

Service College Distributed Learning Programs. Officers and enlisted members may complete funded service PME and JPME phase I via distributed learning modes including seminar, Web-enabled, or correspondence to meet professional development requirements. This is considered off-duty education although commanders may provide time during duty hours for program completion. 

Tuition Assistance (TA). Marines using Tuition Assistance to fund their off-duty studies at NPS may incur a service obligation.  For officers, this is often two-year active-duty service obligation after the completion of last TA course.  This obligation runs concurrently with any other existing service obligation.

Training with Industry. Officers are assigned to Marine Corps-funded, full-time non-degree opportunities at civilian businesses to meet Marine Corps requirements for skills and experience in best business processes and practices.

Unfunded Education. While pursuing a graduate degree, the majority of tuition and other schooling costs are paid by the officer from personal funds and/or benefits to which the officer was entitled. The officer attends school during off-duty time.

Expand List item 7024Collapse List item 7024  Funded Law Education Programs and Unfunded Law Education Programs (FLEP/ULEP) Board Overview
Overview

The Law Education Programs (LEP) are an opportunity for officers to laterally transfer to the Marine Corps Judge Advocate primary MOS of 4402.  A selection board will convene annually to consider applications from commissioned officers and will recommend officers for participation in FLEP or ULEP. Satisfactory completion of either FLEP or ULEP, coupled with successful completion of the Basic Lawyer Course and the Basic Operational Law Training Course, leads to designation as a Marine Corps judge advocate (MOS 4402).

Funded Law Education Program (FLEP)

Pursuant to 10 U.S.C. 2004, as implemented by DoD Directive 1322.12 and SECNAVINST 1520.7G, commissioned officers of the Marine Corps, while continuing to draw full pay and allowances, may be ordered as students at Government expense to American Bar Association (ABA) accredited law schools located in the United States for education leading to the degree of Juris Doctor or Bachelor of Law. 

UNFUNDED LAW EDUCATION Program (ULEP)



Application and Documents

Eligibility Criteria

  • Applicants must be a citizen of the United States.

  • ​Applicants must be unrestricted commissioned officers. 


Funded Law Education Program (FLEP)

  • FLEP-Must have a minimum of two years but not more than six years total active-duty time (commissioned and enlisted service combined) when law education begins.


Unfunded Law Education Program (ULEP)

  • ULEP-Must have a minimum of 2 years of commissioned service, with no more than 8 years of total active duty when law education begins.


Time in Service (TIS)

  • Exceptions to policy will not be accepted. Do not apply if you do not meet eligibility requirements. 


Ineligibility Criteria

  • Officers previously selected to other Marine Corps Graduate Programs (MGEP) CCLEB/CPIB. 

  • Officers who have been selected to a MGEP or resident Professional Military Education (PME) School for FY26.


Instructions for Applying

  1. Applications shall be submitted to (MMOA-3) on the Administrative Action Form (NAVMC 10274) via the chain of command. See the sample below on this page.

  2. All applications must be received at Headquarters Marine Corps prior to the deadline established in the MARADMIN announcing the convening of the board. Applications must contain the following:

    1.   Names of all colleges and universities attended and dates the baccalaureate and any other degrees were received. State class standing, if available.  

    2.   Active-duty base date (ADBD), overseas control date (OSCD) and rotation tour date (RTD) if overseas.    
        a) Statement that the applicant either holds or has been offered and indicated an intent to accept, a regular commission.    
        b) Statement of legal education completed, and any legal training or experience gained in civilian and military life.    
        c) The names of law schools accredited by the American Bar Association to which the applicant has applied to and/or been accepted, in priority order.
        d) The resident and non-resident tuition rate for each law school, if applicable.  Officers must indicate whether they are eligible for the resident tuition rate, and whether they are eligible for any scholarships.  If eligible for a scholarship, include the amount and duration of the scholarship.   
        e) The date that the LSAT was taken.    
        f)  Dates that anticipated law study will begin (i.e., the date law school classes begin) and be completed, including the anticipated date of the bar examination.    
        g)  A statement of where the applicant intends to reside while attending law school and a statement of whether the applicant prefers to be assigned to a Marine Corps activity nearest the law school or nearest the applicant’s anticipated residence while attending law school. CMC (MMOA-1) will determine the Marine Corps activity to which selectees will be assigned.    
        h) DSN/commercial telephone number during working hours.       
         i)  Enclosures:      
             (1) Copies of all college level and graduate level transcripts. An explanation of the grading system used at the institutions attended shall be included.        
             (2) Letters of acceptance or conditional acceptance from the law schools listed in the AA Form.       
             (3) Official LSAT score report.       
             (4) A brief statement (500 words of less) indicating steps the applicant has taken to learn about a career as a Marine Corps judge advocate, and a statement of the reason for seeking such a career. This statement should refer to an interview with a senior judge advocate (see paragraph 2b).       
             (5) A signed and witnessed FLEP and/or ULEP agreement (samples on this page).       
         j) Except as required by paragraph 2b of this figure, letters of recommendation are not desired and, if received, will not be placed before the selection board.  

  3. Endorsement.

    1.  The applicant’s commanding officer shall include in the forwarding endorsement a specific recommendation concerning the applicant’s future value to the Marine Corps as a judge advocate.  

    2.  Where practicable, all applicants shall be interviewed by the staff judge advocate to the general officer command of which the applicant is a member. The staff judge advocate’s comments and recommendations concerning the applicant shall be made an enclosure to the forwarding endorsement.  Where not practicable, a senior judge advocate of any Armed Force who is available in the area shall be requested to conduct the interview and prepare this statement. The staff judge advocate should address the probability of the applicant’s success in the study of law, the applicant’s motivation to become a Marine Corps judge advocate, and the applicant’s full understanding of all aspects of the program applied for.  

  4. Combined Application.

    1.   Officers who intend to apply for acceptance into both the FLEP and the ULEP should submit one combined application which satisfies the requirement of both programs.

    2.   Applicants must apply to a broad range of schools, to include schools that would offer them in-state tuition. Additionally, applicants are highly encouraged to apply for scholarships and grants. Any letters of acceptance and application must state the annual tuition both in-state and out-of-state, and whether the applicant qualifies for in-state tuition or not. Include all information that will affect associated costs, i.e., scholarships, grants, etc. Limited funding is a reality, and applicants should thoroughly research several universities for quality and expense. HQMC will choose Law schools for FLEP selectees.

  5.  Tuition paid by Department of Defense will be capped at the same state levels referenced in U.S.C 38, Chapter 33 Post 9/11 Educational Assistance.  Students may request to attend a school whose tuition exceeds that cap, but they will incur any additional financial responsibility over the capped tuition rate.  MMOA in conjunction with Judge Advocate Division (JAD) will adjudicate such requests.

PME is governed by Marine Corps University under Training and Education Command (TECOM). MMOA sponsors the selection panel for Career Level School (CLS) and the boards to select officers for Intermediate Level School (ILS) and Top Level School (TLS).

Overview

Top Level School (TLS): The Deputy Commandant for Manpower & Reserve Affairs annually convenes a board of general officers and senior colonels to competitively select lieutenant colonels and lieutenant colonels (sel) to attend a resident TLS for the following academic year. Eligibility and ineligibility guidelines, and available school/program quotas are detailed in that year’s announcement MARADMIN.

The CSP was implemented to ensure that Marines receive the best possible leadership and to provide all eligible officers with a fair and equitable opportunity to command. In addition, the program formalizes an objective system that eliminates subjective bias from the process. The CSP will be executed in order to provide our Marines with the best and most fully qualified commanders.

Officers who are eligible and do not desire to screen must complete the online command screening questionnaire described in the announcing MARADMIN and attach an AA form requesting RBR. The AA form must be endorsed by the first Marine in the fitness report routing chain. The Senior Marine Representative or administrative reviewer may be used if there is no Marine in the chain. Officers without properly endorsed AA forms for RBR will be screened.

You may use the following blank AA Form complete your RBR, or this example fillable form for lieutenant colonel CSB RBR or colonel CSB RBR.  If you have trouble viewing the AA Form save it to your desktop and open with adobe reader.  The to: line should be addressed to CMC (MMOA-3) 3280 Russell Road Quantico, VA 22134, as in the example forms. Per the CSP MARADMIN, “The AA form must be endorsed by the first Marine in the fitness report routing chain. The Senior Marine Representative or administrative reviewer may be used if there is no Marine in the chain.”

Civilian Graduate Education Program (CGEP) Funding


The purpose for this page is to help assist members with frequently asked questions about the Commandant’s Education Board (CEB), Funded Law Education, and Excess-Leave Program funding caps. 

See MARADMIN 353/19 (Funding Limits) for reference.  Funding caps are updated as of calendar year (CY) 2023.


TUITION CAP

  • 8802 (master’s in education) – $19.5K 

  • 8831 (AFIT-master’s in environmental science) – $20K

  • 8820 (AFIT-Master’s in Aeronautical Engineering)- $20K 

  • 8878 (master’s in history) – $19.5K

  • 4505 (SDSU-master’s in communications) $15K 

  • Congressional Fellowship Program (GMU-master’s in public policy) – $20K 

  • FLEP (Funded Law Education Program) – for public tuition no annual limit, bar prep and exam 

  • FLEP – for private tuitions –$27,120  

  • ULEP (Unfunded Law Program) -no budget but pay for bar prep and exam.

Third-Party Request:


Third-Party Funding Quick sheet (MCO 1524.1, Ch 1, para 11.a -11.g):

a. The Marine Corps will pay tuition and required academic fees for officers participating in funded GEP dependent upon the program for which the officer is selected.

b. HQMC (MMOA-3) in coordination with Commanding General (CG), Education Command (EDCOM), will publish detailed funding limits for funded GEP within the CCLEB and CPIB MARADMINs on an annual basis.

c. Officers selected to attend civilian schools under funded GEP will contact the CG, EDCOM at MCU_Fiscal@USMCU.EDU to obtain a third-party billing letter. The email must contain the school’s name and address; the student’s name; student identification number; student Electronic Data Interchange Personal Identifier (EDIPI); MARADMIN number showing student’s selection; and the name, phone number, and email address for the point of contact at the school’s third-party billing office. CG, EDCOM will provide a third-party billing letter with instructions for tuition payments to the student and the third-party billing office. It is the student’s responsibility to ensure the school receives the letter and the tuition is paid. Each school will have the option of submitting an invoice in the Wide Area Workflow E-Business Suite, emailing the tuition invoice to MCU_FISCAL@USMCU.EDU, or providing it to the student who must submit the tuition invoice to MCU_FISCAL@USMCU.EDU

d. A textbook stipend is available for the purchase of required textbooks. An annual MARADMIN will publish the textbook stipend rate for the fiscal year for each program. Each student attending a civilian institution will receive the annual textbook stipend amount after the first semester tuition invoice is received for each academic year the student is enrolled. Officers selected to attend AFIT may submit a request for a textbook stipend upon checking in to AFIT. The request must contain the student’s name, EDIPI, MARADMIN number showing the student’s selectin and a phone number.

Payments will be deposited electronically to the same bank account that pay and allowances are deposited.

e. During August of each year, the Marine Corps representative at NPS will create a miscellaneous payment in the Wide Area Workflow E-Business Suite for each student who has reported for the GEP. The payment will be created for the annual textbook stipend amount and approved by CG, EDCOM. The Marine Corps Representative at NPS will also provide to CG, EDCOM a list of the officers reporting to NPS as part of the GEP. The list will include name, grade, EDIPI, and miscellaneous payment contract number.

f. Fees for one bar review course, one multi-state bar review course, and mandatory bar examination fees will be paid by the Marine Corps for all FLEP and ELP law students.

g. The cost of nonessential books, materials, and other fees are not reimbursable.

   (1) Parking permits fees, or other parking fees are not reimbursable.

   (2) Student Health Insurance is not reimbursable.

    • Instruct military law courses to undergraduate students within the school of Humanities and Social Sciences.

  • 8803, Capt, Company Officer. 

    • Assist in the planning, coordination, and execution of professional training in support of the Brigade of Midshipmen.  This billet does not require a Master’s Degree.

  • 8006, Capt, Executive Assistant. 

    • Serve as the Assistant to the Academic Dean, and various other deans, performing administrative duties.  This billet does not require a Master’s Degree.

  • 8006, Maj, Senior Leadership and Ethics Instructor. 

    • Serve as a leadership instructor within the Leadership, Ethics, and Law Division.    A Bachelor’s or Master’s degree in Psychology, Philosophy, Organizational Management, Leadership, or Sociology is preferred but not required. This billet requires a Master’s Degree, but is preferred.

FY-26 Career Designation Panel-2

CD is the selective force shaping process used to determine which company grade officers will be offered the opportunity for continued active service beyond their initial active service obligation. CD accomplishes the objectives of retaining the best and fully qualified officers on active duty and maintaining the AC officer population in each year of commissioned service (YCS) at a level that supports the promotion timing and opportunity guidelines to the rank of major.

Eligibility: Officers with 540 days of service following the assignment of their Primary Military Occupational Specialty. This differs from previous years in which an officer was eligible to screen for Career Designation after 540 days of observed time on fitness reports.

Career Designation FAQ

  • Q1: Do I need to submit a package to screen for Career Designation?

    No. If you meet the 540-day PMOS threshold by the designated cutoff date and possess the required EAS contract timeline, your screening is automatic. You do not need to submit an application or command endorsement to be considered.

  • Q2: What is the timeline and process for accepting Career Designation once selected?

    Selected officers will be published in the official CDP Results MARADMIN. You must formally accept or decline the offer via Marine Online (MOL) no later than 14 days from the release of the results MARADMIN.

    • Critical Warning: Officers who do not respond via MOL by the 14-day deadline will be considered as having declined the offer and will execute their existing EAS.
    • Obligation: Upon accepting CD, your EAS will become indefinite and you will incur a 24-month active duty service obligation, which runs concurrently with any other obligations.
       
  • Q3: What happens if I decline the offer of Career Designation?

    If you formally decline (or fail to respond within 14 days), you will execute your current Expiration of Active Service (EAS) date and transition out of the active component.

  • Q4: I was not selected on my first Career Designation Panel. Do I get a second look?

    Yes, conditionally. If you naturally possess enough contract time on your initial active duty contract to reach the next scheduled CDP, you are eligible to screen on subsequent panels.

  • Q5: Can I request an active duty extension to get a second look?

    No. EAS extensions will not be granted to officers who have been considered previously but failed selection and desire a subsequent screening opportunity. If you fail selection and your EAS arrives before the next board, you will execute your EAS.

  • Q6: How does accepting Career Designation impact my slating or orders?

    Accepting CD signifies your commitment to continued service, making you eligible for long-term career progression and standard slating, including PCS orders and competitive lateral moves. Career designation is intended to be completely separated from the assignments process handled by your monitor.

EAD Requests for Career Designation

If an officer has not been screened for career designation and does not have requisite active-duty time to meet the qualifications for a board, the officer may request an Expiration of Active Service (EAS)/Expiration of Current Contract (ECC) extension IOT qualify for the subsequent board. Prior to submitting an EAD request, officers are encouraged to verify the accuracy of their EAS/ECC.

Career designation boards take place in August and February; therefore, EAD extensions should request a minimum of 4 months from the convening of the board – usually 15 June (for CDP1) and 31 January (for CDP2).

AA forms requesting extension for initial screening need to be endorsed by the Command and sent to the Retention & Release Section for action. The EAS/ECC extension is guaranteed as provided within the CDP MarAdmin and MCO 1001.65A but must be requested by the officer. Officers should advise their Monitor of their extension requests.

Officers who fail to be selected for career designation may be eligible on subsequent boards if their EAS/ECC meets the cutoff outlined in the announcement MarAdmin. EAS/ECC extensions will not be granted to officers who have been considered previously but desire a second opportunity.

EAD Requests for Operational commitments

EAS/ECC extensions for deployments or other operational commitments are submitted via AA form and will be determined on a case-by-case basis.

The AA form must state the Marine’s current EAS/ECC, the requested EAS/ECC, and the reason for the extension.

Requests for EAD for matters not related to Career Designation shall be endorsed by the first O-5 or above in the Marine’s chain of command.

The Commandant of the Marine Corps (CMC) established the Marine Acquisition Officer (MAO) Military Occupational Specialty (MOS) (MARADMIN 348/2004) ”To develop a population of professional acquisition officers who meet statutory requirements under the Defense Acquisition Workforce Improvement Act (DAWIA), and are competitive for selection to Program Management and other Key Leadership Positions (KLPs) of major defense acquisition programs for which the Marine Corps has a unique or vested interest.”

In the Marine Corps, acquisition is not an entry level MOS. Initially, Marine Officers cycle between operating force (PMOS) and acquisition tours. After the first acquisition tour, a Marine Officer is designated an “Acquisition Candidate”, typically a Captain or junior Major, and then returns to the operating forces. On a voluntary basis, an acquisition candidate (Maj/LtCol/Col) must request to “lat move” into the Acquisition MOS. Lateral moves are approved through a competitive DC, M&RA selection panel held annually in November.
