There is no Marine Corps without Marines. Our people are our greatest resource, and Manpower & Reserve Affairs is charged with acquiring, identifying, and investing in talent so the service can retain Marines who make the Fleet Marine Force more lethal and our supporting establishments more capable. Our Marines, both active and reserve, serve alongside our civilian workforce to fully realize talent management. Together, our team works to support our total force and their families so our commanders can fight and win the Nation's battles.
Located in Quantico, Virginia, Manpower & Reserve Affairs (M&RA) is the largest department within Headquarters, U.S. Marine Corps.

The mission of M&RA is to employ an integrated manpower system across the service enterprise that attracts, develops, retains, and supports our Marines, their families, and our civilian workforce as they pursue their professional aspirations and personal career goals, in order to provide our commanders the human “steel” necessary to fight and win our Nation’s battles.

To accomplish the mission, the Deputy Commandant, M&RA, is in charge of a far-reaching slate of manpower and personnel activities including: active and reserve assignments, promotions, and retention; senior leadership management; military awards; military and civilian personnel policies and plans; personnel and family readiness; casualty assistance; Marine Corps Community Services (MCCS); pay and personnel administration; wounded warrior care and support; and reserve personnel policies and plans.
