Who we are

The Reserve Affairs Personnel Programming and Budgeting (RAP-3) is responsible for the coordination of pay & allowances fiscal requirements between HQMC Programs and Resources (P&R); Manpower and Reserve Affairs (M&RA); Plans, Policies, and Operations (PP&O); Marine Forces Command (MFC); and Marines Forces Reserve (MFR) to ensure the money needed to fund the Reserve Component is in the President’s Budget.

RAP-3 is comprised of the Fiscal section and ADOS Section.

Areas of Responsibility

Fiscal

Program Objective Memorandum (POM) Development

– Advocates Reserve issues during POM development and budget submission.
– Manages the RPMC account during the planning, programming, and budgeting stages of the planning, programming, budgeting, and execution (PPBE) process.

RPMC Budget Management

– Provides budget impact analysis of legislative proposals and congressional actions.
– Provides support to P&R’s Military Personnel Branch (RFM) during budget estimate formulation, submission, and review.
– Monitors, conducts analysis, and provides recommendations in support of RPMC budget execution to include fund reprogramming and redistribution actions.
– Approves requests for additional/extended periods of annual training.

Active Duty for Operational Support (ADOS)

– Provides budget management, formulation, submission and execution expertise for ADOS funding that provides personnel augmentation for both Active and Reserve forces to accomplish special projects, and to meet operational, administrative, and exercise support requirements.

Active-Duty Operational Support

The ADOS Program is intended to provide personnel augmentation for both Active and Reserve forces to accomplish special projects, and to meet operational, administrative, and exercise support requirements of short-term duration.

Purpose

The ADOS program, through short terms of active duty, provides Marine Corps Reserve personnel of appropriate grades and skills to support the existing and emerging personnel augmentation requirements of the Total Force Marine Corps and Traditional Combatant Commands.

ADOS Waivers

High Active-Duty Time waiver (HADTW):
HADTW are needed for Marines who exceeds 5840 (16 years) total Active-Duty points. When a Marines exceeds 16 years, they are in high active-duty status. Once a Marine crosses 18 years Active-Duty time they are in Sanctuary for Active Duty (AD) retirement.

Once MROWS orders are created and routed they will route to the Reserve Affairs (RA) box. Please ensure to attach the full HADTW in the attachments. Once received at RA, the waiver will be worked by RAP. The approval takes between 30-60 days. Once approved the approval stamp will be attached in the MROWS orders and routed off RA Waivers.

1095 and 1825-day Waivers:
Reserve Marines who serve on ADOS orders for more than 1825 days in the pervious 2190 days, requires an 1825 waiver approved by Reserve Affairs.

Reserve Marines who serve on ADOS consecutively for 1095 days (3 years) require a 1095 waiver approved by Reserve Affairs.

Imminent danger pay:
Imminent danger pay (IDP) waivers are needed when a Marine on ADOS order is performing duties with in a designated IDP area. IDP designated areas are listed on Defense Finance and Accounting Service (DFAS) and DoD FMR Vol.7A, Chapter 17.
Approval must be from Reserve Affairs (RA).

Conformation orders:
Conformation orders waiver is necessary when MROWS orders are requested after the orders start date. Approval is required by RA.
 

The mission of the IMA Program is to augment and reinforce Active Component (AC) staffs of the Marine Corps, Department of Defense (DoD) entities, and other U.S. Government departments or agencies having IMA structure on their Tables of Organization (T/O) with pre-trained and qualified members of the Selected Reserve. IMAs are trained individuals pre-assigned to billets that must be filled to support mobilization (pre-and/or post mobilization) requirements, contingency operations, operations other than war, or other specialized or technical requirements.
