Serve as the principal staff advisor to the Director, Reserve Affairs for coordination of manpower policy, plans, programming and budgeting for the Marine Corps Reserve. RAP conducts Service level Reserve personnel policy analysis, uniformed personnel planning, and programming/ budgeting for the Marine Corps Reserve.
– Develop, implement and manage policies, procedures and guidance governing Marine Corps Reserve personnel. – Provides input on the development of the Marine Corps Total Force personnel policy. – Provides Reserve Component input on pending legislation, regulations, and administrative orders. – Maintains the Marine Corps Reserve Administrative Management Manual (MCRAMM). – Research and provide Marine Corps position on proposed statutory/regulatory changes involving the Reserve Component. – Congressional testimony review & preparation January & April – Impact on Reserve mobilization/activation policy. – Conduct policy reviews of Board of Correction for Naval Records (BCNR) requests. – Combat Zone Tax Exclusion (CZTE)/Imminent Danger Pay (IDP) waiver requests. – Electronic Based Distributed Learning (EBDL) policy questions and credit requests. – Marine Reserve Exchange Program (MREP) liaison for HQMC. – Serves as HQMC Liaison to the Marine Corps Reserve Policy Board (MCRPB).
Marines are eligible to receive reserve retirement credit for electronic distance learning courses. Approved courses can be found on the FY25 Navy EBDL Course List. Additional courses may qualify for reserve retirement credit. For reserve points consideration, submit a complete Administrative Action package with all certificates and course curriculum to RAP-1. See the AA form sample and RAP-1 POC. For questions about courses outside the approved EBDL lists, please contact RAP-1 at smb_rap@usmc.mil or 703-784-4091. Although courses may list that they are worth certain points or credits, it does not necessarily mean that those points or credits equal the correct amount of reserve retirement points. Q: How do I receive reserve retirement points for online courses? A: Marines may receive reserve retirement points for electronic-based distributed learning (EBDL) courses. If a Marine completes an electronic-based course (non-resident) that is listed on the Navy and Marine Corps EBDL list, the Marine will send the course completion certificate to IPAC/admin section for addition to the CRCR. If a Marine completes an EBDL course that is NOT listed on the Navy and Marine Corps EBDL list, the Marine will send the course syllabus, course completion certificate, and completed AA form to smb_rap@usmc.mil. The RAP-1 POC will respond with an approval letter for retirement points. The Marine will then submit the approval letter via EPAR to IPAC/admin section for addition to the CRCR. Q: Which courses will get reserve retirement point approval? A: DoD 1215.21 states that qualifying EBDL courses will relate to “unit readiness or mobilization, as directed by the Secretary concerned, may include courses supporting completion of specific occupational skill qualification (e.g., MOS or MOC, Air Force specialty code, Navy enlisted code), expeditionary, or combat skills training, and annual ancillary/general military training (AT/GMT).” Q: How many points will I receive for completion of EBDL courses? A: Marines will receive 1 point for every 4 course contact hours. For example, if a Marine completes 21 qualifying EBDL course contact hours, the Marine will receive 5 reserve retirement points.

Have strong knowledge and varied experience in Reserve policies and issues.
Be a member of the SMCR, IMA, AR, or Active Duty Component.
Be between the grades of E7-E9, CWO2-CWO5, or O3-O6.
Be willing to serve a three-year period on the board as a primary member, or a one-year period as an alternate member.
