U.S. Marine Corps Sgt. Maj. Carlos A. Ruiz, 20th sergeant major of the marine corps, gathers with Marines and Sailors for a group photo to commemorate their time during the Operational Stress Control and Readiness (OSCAR) training event hosted by Manpower and Reserve Affairs, Marine and Family Programs Division at Marine Corps Base Quantico, Virginia, September 9-10, 2025. The OSCAR training event advocated the importance of Marine Corps Total fitness, mental health, and informed participants on the process of implementing a team of trained Marines and Sailors into units who can recognize and mitigate stress to maintain resiliency and lethality in Marines.
