OVERVIEW AND PURPOSE

MMSR-2 is responsible for processing and managing all Officer and Enlisted separations and retirements.
Our goal is to assist Marines through every step of their transition out of active service by providing clear

MMSR2-E is responsible for all separations and retirements for enlisted Marines through the Marine Corps.

Expand List item 13005Collapse List item 13005  Traditional Retirement
Eligibility for Retirement of Enlisted Marines. An enlisted Marine of the Regular Marine Corps or Marine Corps Reserve who completes 20 or more years of active-duty service in the Armed Forces may request transfer to the FMCR. Marines will not be authorized service beyond Enlisted Career Force Controls (ECFC) service limits. Waivers, Approval, disapproval, and effective date of these requests is based on the needs of Service.

Age. Enlisted Marines must transfer to the FMCR or retired list not later than the last day of the month in which they reach age 55.

Application for Retirement or Transfer to the FMCR. Reporting units must submit requests for retirement/transfer to the FMCR via the unit diary system per (MARADMIN 175/24) MCTFS PRIUM (100210) after having fully determined the Marine’s eligibility based upon the criteria.

Timeline. Submit requests for retirement/transfer to the FMCR not more than 18 months and not less than six months before the requested date.
  • Requests submitted outside this time frame are not accepted in MCTFS and must be submitted, with justification and endorsements, by separate correspondence to CMC (MMSR-2) at smb_manpower_mmsr2e@usmc.mil.
  • 20-29 years of active service; transfer to the FMCR on the last day of the month.
  • 30 or more years of active service; transfer to the Retired List the first day of the month
Expand List item 13007Collapse List item 13007  Modification/Cancellation
Modification/Cancellation. Submit request to modify or cancel retirement/transfer to the FMCR with justification and endorsement via separate correspondence.
When submitting a Cancellation/Modification of Retirement request, the package must include the following documentation:
  • AA FORM –
    • Required Cancellation Comment - I understand if my FMCR cancellation is approved, I am required to serve no less than 24 months from the date of approval on my cancellation request and that I will not be able to submit a request to transfer to the FMCR during that period except for reasons of Hardship. MCO 1900.16-7005.
    • If approved HQMC MMSR-2 will return your EAS to original date prior to original approved retirement date. Once the original EAS is updated, you are required to see your career planner to meet the 24-month additional service required.
  • Commanding Officer Endorsement (O‑5 or O‑6)
  • If the Service Member (SNM) is assigned to a G‑level command, the endorsement must be signed by the General Officer.
  • If the request is more than 14 months, SNM must request to withdraw their original retirement first per MCO 1900.16-7005.8
A Marine will not be authorized service beyond ECFC service limits to meet a cancellation obligation.
Expand List item 13009Collapse List item 13009  Interservice Transfer
Inter-service transfers apply to Marines who are transitioning from the Marine Corps to another branch of the U.S. Armed Forces (e.g., Army, Navy, Air Force, Coast Guard)
Intra-service transfers apply to Active Reserve (AR) Marines who are transferring to Active-Duty status within the Marine Corps.

When submitting an Inter/Intra-Service Transfer (IST) request, the package must include the following documentation:
  • Conditional Release Form (DD368)
  • Commanding Officer Endorsement (O‑5 or O‑6)
    • If the Service Member (SNM) is assigned to a G‑level command, the endorsement must be signed by the General Officer.
  • Standard Naval Letter
    • See Figure 3-1 in MCO 1900.16
Post Service Approval Action coordination is the responsibility of the Marine. If you are accepted,  a copy of your orders with the date of enlistment/commissioning must be sent to the Commandant of the Marine Corps (MMSR-2) organizational mailbox, SMB_MANPOWER_MMSR2E@USMC.MIL. Email your completed DD Form 368 to MMSR-2 after you take your oath of office.
Expand List item 13008Collapse List item 13008  Special Promotion Consideration
Requirements for Promotion Consideration. Per MCO p1400.32D w/ch2 para 1203.9b, Marines who are twice failed of selection or are approaching service limits, and who are required to request transfer to the FMCR or Retired Reserve to be entitled to retirement benefits, may request via naval message to the CMC (MMSR and MMPR) to be considered by the appropriate selection board if their EAS/ECC is after the scheduled adjournment date of the appropriate selection board.  Marines in the category should submit their request for consideration by a selection board prior to the convening date of the selection board.
When submitting a Special Promotion Consideration request, the package must include the following documentation:
  • AA Form
  • Commanding Officer Endorsement (O‑5 or O‑6)
    • If the Service Member (SNM) is assigned to a G‑level command, the endorsement must be signed by the General Officer.

Time on Station requirements. Per MCO 1300.8-1106 Retirement eligible Marines must serve a minimum of 2 years at the new CONUS duty station before retirement.

OCONUS
  • Marines serving on an overseas tour will not be approve for transfer to the FMCR before completion of their tour as prescribed in MCO 1300.8, unless subject to ECFC.
2 years CONUS to CONUS
  • Transfer to the FMCR will be no later than the last day of the month following the scheduled arrival at the new duty station.
1-year OCONUS to CONUS
  • Marines returning from overseas assignments who desire to retire/transfer to the FMCR must do so within 60 days of return to CONUS or will be required to serve for a minimum of 1 year at a new duty station.
Time in Grade
  • Waivers of a minimum TIG requirements must be approved by the DC, M&RA.
  • Marines who have not served the two years in grade will either retire in the lessor grade or request a Service in Grade/TIG waiver.  These waivers require GO endorsements.  If requesting Service in Grade/TIG request should include statement that retirement at lesser grade will be accepted if Service in Grade/TIG waiver not approved.
Outside of 6–18-month window
ECFC              
  • E-9:  30 years active service
  • E-8:  27 years active service unless twice passed for promotion then 22 years or EAS whichever is later 
  • E-7:  22 years active service unless twice passed for promotion then 20 years or EAS whichever is later
  • E-6:  20 years active service or EAS
  • ECFC Policy waivers require an endorsement up to their first General Officer if over 6 months or crossing FY’s, otherwise Bn/Sqdr CO.
Package requirements
When submitting  ALL WAIVERS, the package must include the following documentation:
  • AA FORM must be submitted via the chain of command with justification and endorsements to CMC (MMSR-2).
  • Commanding Officer Endorsement (O‑5 or O‑6)
    • If the Service Member (SNM) is assigned to a G‑level command, the endorsement must be signed by the General Officer.

(Enlisted) OMB with the following information:

  4. Mailing Address
  5. Requested documents

  • 1 Large Retirement Certificate
  • 1 Presidential Certificate of Appreciation
  • 1 CMC retirement letter
  • 2 CMC Letters of Appreciation
  • 1 Retirement Orders (non-official)

Officer (LtCol and below):
  • 1 Large Retirement Certificate
  • 1 Presidential Certificate of Appreciation
  • 1 CMC retirement letter

Enlisted (30+ years of service)
  • 1 Large Retirement Certificate
  • 1 Presidential Certificate of Appreciation
  • 1 SMMC retirement letter

Enlisted (20+ years of service)
  • 1 Regular size Retirement Certificate
  • 1 Presidential Certificate of Appreciation

FREQUENTLY ASKED QUESTIONS

Q: How do I start the separation or retirement process?
A: Consult your local administration section or IPAC for information and/or review the references listed in the
reference tab of the MMSR2 site.

Q: What forms do I need to submit?
A: Forms and procedures vary based on the type of request and whether the individual is an officer or
enlisted Marine. Please refer to your respective webpages for specific guidance.

For questions pertaining to your case, contact your local administration section. You may also review the
references listed under the "References" tab on this site. Inquiries may be submitted to the Separations and
Retirements organizational mailbox; however, due to the high volume of requests received daily, if your
question can be addressed by your IPAC or S-1, you will be advised to contact them directly.

Q: Can my separation/retirement date be changed?
A: Changes are subject to command approval and MMSR-2 processing timelines. More information on
modifications to separations and retirements can be viewed withing MCO 1900.16 Chap. 2 Par 2004.8.

Q: Who can I contact for assistance?
A: MMSR-2 staff are available during normal duty hours by email, however due to the number of requests
received on a daily basis, if the question is capable of being solved at a lower level MMSR2 will direct you to
your local administrator or IPAC.

Q: How do I find out when I am eligible for retirement?
A: Do not contact MMSR to see if you are eligible for retirement. Contact your local administration section or
IPAC.
