SES Gregory Goldstein
Director, Marine and Family Programs
Gregory Goldstein was appointed to the Senior Executive Service in October 2015 and currently serves as the Director, Marine and Family Programs Division, Headquarters U.S. Marine Corps (HQMC). In this role, he is the senior staff representative for the Deputy Commandant, Manpower and Reserve Affairs and the Commandant of the Marine Corps for programs and policies that promote the social, spiritual, mental, and physical fitness of Marines, and their Families. He oversees and provides resources for Marine Corps behavioral health, primary prevention, harmful behavior response, and quality of life programs, including physical fitness and recreation, child and youth development, professional and personal development, and family services.

Mr. Goldstein previously served as the Acting Director and Chief Operating Officer of the Federal Mediation and Conciliation Service (FMCS). He was appointed to this role by both President Donald J. Trump and President Joseph R. Biden Jr., reflecting bipartisan confidence in his leadership. In this capacity, he was responsible for the overall strategic direction, policy development, and operational management of the agency. FMCS is an independent Executive Branch agency that provides mediation and conflict resolution services in the private, public, and federal sectors.

Prior to joining FMCS, Mr. Goldstein held several senior leadership positions at the U.S. Department of Health and Human Services (HHS), including Executive Officer and Director of Operations, and Deputy Director for the Center for Substance Abuse Prevention within the Substance Abuse and Mental Health Services Administration (SAMHSA). In these roles, he led large-scale public health programs, managed complex budgets, and directed interagency initiatives aimed at advancing behavioral health policy and prevention.

Earlier in his career, Mr. Goldstein served as the Assistant Branch Head for Behavioral Health Integration at the Marine and Family Programs Division, Manpower and Reserve Affairs, Headquarters, U.S. Marine Corps. There, he oversaw research and program evaluation, public health surveillance, technology integration, and program development to support the mental and emotional well-being of Marines and their families.

He also served as the Senior Drug Policy Advisor in the Immediate Office of the Assistant Secretary for Health at HHS, where he provided expert guidance on substance use policy and coordinated national-level initiatives across federal agencies.

Mr. Goldstein began his military service in 1991 as a United States Marine, serving in supply administration and as a Marine Security Guard at U.S. embassies overseas. He later joined the Army National Guard, where he continues to serve as a Command Sergeant Major in the Virginia Army National Guard. He has more than 34 years of combined active and reserve military service. He holds a Master of Science in Health Science from Touro University and a Bachelor of Science in Management from Park University.
