Edward “Ed” Cutshall assumed duties as the CEO/Director of the Business and Support Services Division on March 25, 2024. He is the senior staff representative to DC M&RA and CMC for all nonappropriated fund (NAF) business operations, generating more than $1B in sales annually and providing NAF funding streams to MWR and family programs. NAF business operations include the Marine Corps Exchanges, Marine Corps Hospitality Services lodging, Convenience Services, Food, Business Recreation, and Support Services (such as Finance and Accounting, Human Resources, Information Management, NAF Construction, and Procurement and Contracting Services) that contribute to the operation and function of all Marine Corps NAF activities. He is responsible for the initiation of Marine Corps-wide policies and programs, and formulates enterprise-wide strategic plans, objectives, policies, standards, and sponsors’ resource requests. Prior to his appointment as CEO/Director and promotion to NF06, he was the Director of Marine Corps Housing programs from February 2023 - March 2024 and oversaw the management of 672 barracks with over 155,000 beds, 2,800 government owned homes, over 22,000 public-private venture (PPV) homes, and policy for General Officer quarters.
He has also been previously assigned as the Deputy AC/S G-4 from June 2022 - February 2023 where he provided logistical management and planning oversight of Food Services, Transportation, Supply, Safety, and Marine Corps Community Services (MCCS). From May 2018 - June 2022, Mr. Cutshall served as the MCCS Director for MCICOM. In this role, he provided advocacy and oversight of exchange operations, warfighter and family services, morale welfare and recreation, family care, and common support services across four Regions, comprised of 25 installations and operated by 9,000 employees. From October 2007 - May 2018, Mr. Cutshall worked in the Defense Policy Review Initiative (DPRI) program office. From 2007-2014, Mr. Cutshall brought the Iwakuni Runway Relocation Project to fruition and served as the Director of the DPRI Integrated Program Management office to facilitate the relocation of VMGR-152 from Okinawa and CVW-5 Carrier Air Wing from Atsugi to MCAS Iwakuni. In 2014, he transitioned to Headquarters Marine Corps, Plans, Policies & Operations (PP&O) Pacific Division to serve as the MILCON program analyst with a focus on Guam actions to implement the international agreements with the Government of Japan.
During his 20 years of service as an active-duty Marine Corps Officer, he served as an Air Traffic Control Systems Maintenance Officer, Grounds Electronic Maintenance Officer, installation S6 Officer, and detachment commander. He deployed in support of Operation Enduring Freedom in 2002 and 2003 and Operation Iraqi Freedom in 2004.
He holds a master’s degree in Business Administration and a bachelor’s degree in Business Administration with concentration in Project Management.
