About

Reserve Affairs Personnel Policy, Plans, and Programming (RAP) serves as the principal staff advisor to the Director, Reserve Affairs for coordination of manpower policy, plans, programming and budgeting for the Marine Corps Reserve.  RAP conducts Service level Reserve personnel policy analysis, uniformed personnel planning, and programming/ budgeting for the Marine Corps Reserve.

POLICY – CORE FUNCTIONS

– Develop, implement and manage policies, procedures and guidance governing Marine Corps Reserve personnel.
– Provides input on the development of the Marine Corps Total Force personnel policy.
– Provides Reserve Component input on pending legislation, regulations, and administrative orders.
– Maintains the Marine Corps Reserve Administrative Management Manual (MCRAMM).
– Research and provide Marine Corps position on proposed statutory/regulatory changes involving the Reserve Component.

POLICY – RECURRING TASKS

– Unified Legislation and Budgeting process (ULBs) January-June and July-December.
– Congressional testimony review & preparation January & April.
– Promotion/Separation policies/Board Precepts review.
– Impact on Reserve mobilization/activation policy.
– Review and comment on High Active Duty Time Waiver/Sanctuary.
– Conduct policy reviews of Board of Correction for Naval Records (BCNR) requests.
– Combat Zone Tax Exclusion (CZTE)/Imminent Danger Pay (IDP)/Electronic Based Distributed Learning (EBDL) policy/requests.

RAP-1 ANNUAL OPERATIONS

– Marine Reserve Exchange Program (MREP) liaison for HQMC.
– Total Force Integration Staff Training held throughout FY (E-TFIST, TFIST, A-TFIST, S-TFIST).
– Serves as HQMC Liaison to the Marine Corps Reserve Policy Board (MCRPB).

Although there are points associated with each course, it does not necessarily mean the point value is correct. The final point determination will be based off the certificate and the course curriculum summary.

Marines are eligible to receive reserve retirement credit for both the Navy and Marine Corps courses.

Additional courses may qualify for reserve retirement credit. Before enrollment in courses outside the approved EBDL lists, please contact RAP-1 for approval or assistance at rap@usmc.mil or 703-784-0000.

For reserve points consideration, submit a complete Administrative Action package with all certificates and course curriculum to RAP-1. See AA form sample and RAP-1 POC.

PURPOSE

To provide Active Reserve Marines, both officers and enlisted, a progressive curriculum designed specifically for sharing, discussing, and exercising the fundamentals of reserve integration. 

COURSE CURRICULUM

The Total Force Integration Staff Training (TFIST) curriculum consists of four components.  The first component is designed for new officer accessions and is required attendance within the first year of accessing into the AR Program.  This is called TFIST.  The second component is designed for the mid-career AR Officers.  This course is called Advanced – TFIST (A-TFIST).  The third component within the curriculum is designed for mid-late career enlisted AR SNCOs.  This course is called Enlisted-TFIST (E-TFIST).  The fourth component of the curriculum is designed for the senior AR Officers within the AR community and its called Senior-TFIST (S-TFIST).

SEMINAR OBJECTIVES:                          

– Understand role as an AR officer and how to facilitate integration of the RC into the Total Force.
– Understand the organization of the RC and how the RC augments and reinforces the Active Component (AC).
– Understand the means of training and instructing the RC.
– Understand the means of organizing, preparing, and administering policies and regulations affecting the RC.
– Understand the unique aspects of reserve administration to include drilling status, reserve retirement, medical considerations, recruitment, and retention strategies.
– Gain an understanding of the funding procedures and types of funding as they relate to the RC.

– Gain in-depth understanding of the lessons learned from the Service’s Mobilization Exercise FY-19. 
– Gain in-depth understanding of principal legislative provisions governing the Active Reserve Program designed to ensure the readiness of the Reserve Component.

MISSION

To consider, recommend, and report to the Secretary of the Navy (SECNAV) on Reserve policy matters.

PURPOSE

To make recommendations to the SECNAV on matters which affect the readiness, mobilization, and deployment capability of the Marine Corps Reserve within the framework of the Marine Corps Total Force.

SUBMISSION PROCESS

Solicitations for policy issue submissions are released annually via MARADMINS. To view the latest MARADMIN, please refer to MARADMIN 160/24. The template for submission is listed on the right hand column.

BECOMING A BOARD MEMBER

For those Marines desiring to make a positive impact on the Marine Corps Reserve Forces, consider applying. The MCRPB accepts new applicants each year, with information released via MARADMIN (last MARADMIN 324/23). While requirements may change slightly year to year, applicants must:

  • Have strong knowledge and varied experience in Reserve policies and issues.

  • Be a member of the SMCR, IMA, AR, or Active Duty Component.

  • Be between the grades of E7-E9, CWO2-CWO5, or O3-O6.

  • Be willing to serve a three-year period on the board as a primary member, or a one-year period as an alternate member.

  • Mission

    – Develops and disseminates the Reserve non-prior service (NPS) and prior service (PS) recruiting and retention manpower plans.
    – Coordinates recruiting and training adjustments.
    – Provides manpower estimates for budget program years.
    – Develops, implements, and coordinates Reserve enlisted promotion plans.
    – Coordinates selection of MOSs for Reserve Enlisted Warrant Officer and Enlisted Commissioning Program solicitation.
    – Maintains, revises, and disseminates statistical data on Reserve Component manpower requirements and personnel.
    – Sponsors and manages the following programs:

    Selected Reserve Incentive Program (SRIP)
    Reserve Optional Enlistment Program (ROEP)
    Incremental Initial Active Duty Training (IIADT) Program
    Lateral Move and Career Progression Programs

    – Coordinates Entry Level Training Assignments and requirements
    – Develops, maintains, and provides analysis on Reserve exit and retention surveys.
    – Plans Section manages Reserve NPS and PS manpower planning and budgeting, develops the meritorious and annual Reserve enlisted promotion plan, and administers Reserve incentives.

  • Mission

    The Reserve Affairs Personnel Programming and Budgeting (RAP-3) is responsible for the coordination of pay & allowances fiscal requirements between HQMC Programs and Resources (P&R); Manpower and Reserve Affairs (M&RA); Plans, Policies, and Operations (PP&O); Marine Forces Command (MFC); and Marines Forces Reserve (MFR) to ensure the money needed to fund the Reserve Component is in the President’s Budget.  

    RAP-3 is comprised of the Fiscal section and ADOS Section.

    Fiscal

    Program Objective Memorandum (POM) Development

    – Advocates Reserve issues during POM development and budget submission.

    – Manages the RPMC account during the planning, programming, and budgeting stages of the planning, programming, budgeting, and execution (PPBE) process.

    RPMC Budget Management

    – Provides budget impact analysis of legislative proposals and congressional actions.

    – Provides support to P&R’s Military Personnel Branch (RFM) during budget estimate formulation, submission, and review.

    – Monitors, conducts analysis, and provides recommendations in support of RPMC budget execution to include fund reprogramming and redistribution actions.

    – Approves requests for additional/extended periods of annual training.

    Active Duty for Operational Support (ADOS)

    – Provides budget management, formulation, submission and execution expertise for ADOS funding that provides personnel augmentation for both Active and Reserve forces to accomplish special projects, and to meet operational, administrative, and exercise support requirements.
