Who we are

Records Research and Reconstruction administers laws, military regulations, MCOs where they apply to the OMPF. The section provides functional management to OMPF for all active duty, reserve, retired and discharged Marines.

The section establishes working relationship with Office of Legislative Affairs Correspondence Branch, Board for Correction of Naval Records, Navy Review Discharge Board and USMC Commands along with the processing of Performance Evaluation Review Boards.

Active duty Regular or Reserve component Marines with valid .MIL email accounts that are currently under contract, provide the required information (see below) and send your email inquiries from your official military email account to smb.manpower.mmrp@usmc.mil. You must FAX, scan, or mail your signed request if a .MIL email account is not available to:

To request your records (OMPF), complete the SF180 in the Forms section to the right.
To correct your records (OMPF, fitness report), complete the DD Form 149 in the Forms section to the right. You may fax, scan, or mail your request for records. All request forms must contain YOUR SIGNATURE.

Required Information
– Full name
– EDIPI (DOD ID)
– Complete unit or home mailing address. If providing a unit address, include one of the following: PO Box #, Box #, PSC Box #, Unit #, or street # and street name.
– For veterans who do not have an EDIPI (DOD ID) number, provide your FULL SSN on the submitted document accompanying your request.

Specify if you want a copy of your:
– OMPF
– MBS
– **Reporting Senior Profile
– **Reviewing Officer Profile

** MMRP will provide a copy of the RS or RO Profile to the RS or RO only

Marines Discharged / Retired After 1997

“For those who have been discharged/retired after 1997, you can request an ELECTRONIC copy of your Official Military Personnel File (OMPF) via the Department of Veterans Affairs e-Benefits website (https://www.ebenefits.va.gov/ebenefits/about/feature?feature=military-personnel-file). If you are unable to access the website or create an appropriate account on e-Benefits, fax or mail your request using the SF180 located in the “Forms” link to the right to MMRP-10 at the address or fax numbers listed in the Mailing Address link above for a FREE COPY OF YOUR RECORDS. Requests are normally answered within 5 working days.” The following information is required.

– Type of Information requested

Marines Discharged Separated Prior to 1998

Discharged Marines separated prior to 1998 should send inquiries and requests for copies of their OMPF or copies of specific documents contained in the OMPF to: National Personnel Records Center

Submit the SF180 located in the link to the right or standard letter format and include FULL NAME, FULL SSN, as well as the following:
— Service/serial number (if applicable)
— Branch of service (i.e. USMC)
— Approximate dates of service
— Type of information requested (e.g. entire OMPF, DD214)

(Until the USMC and related DOD agencies fully transitions away from using the SSN as the Geneva Convention’s personal identifier, we require your SSN to locate your records in our system. Therefore, please be sure to annotate your name and FULL SSN on the SF180 form.) You may request to receive both certified copies of your DD214 AND the electronic copy of your DD214 AND OMPF, if you’d like. However, you will just need to annotate that on your form.

Marines Requesting Copies of Medical and Dental Records

Marines who are requesting a copy of medical and dental records, and were discharged/retired prior to 1994, send requests to:

Things you must know before submitting a Fitness Report Appeal to the PERB

WHAT IS THE PERB? What is the PERB? Fitness report appeals submitted through this system are adjudicated by the Performance Evaluation Review Board (PERB). The PERB is the initial action agency for fitness report appeals submitted to the Board for Correction of Naval Records (BCNR). If your appeal is approved by the PERB, the decision is considered to be final and any corrective action will be completed by HQMC. If your appeal is denied by the PERB, your entire case will be forwarded to the BCNR for final adjudication. The PERB is a board of officers who will review everything that you submit through RAMs and determine if you have proven your claim or not. Fitness reports are considered to be accurate unless you can prove otherwise — the burden of proof lies with you. The PERB protects the Marine Corps’ interests while ensuring fairness to the Marine.

Do I have to go through my chain of command? The PERB is a confidential process. Your appeal and any material that you submit is only viewed by the PERB itself and the HQMC staff who process your appeal. Material will not be accepted from anyone but you and there is no need to notify your chain of command that you are submitting an appeal.

When will I get an answer? It may take up to 120 days to receive a decision. Our goal is to have appeals complete in less than 90 days, but during busy times it often takes longer so you need to plan for the full 120. If you have a pending promotion board, EAS, etc, we will make every effort to complete your appeal in time for your impending career action, but that cannot be guaranteed unless you have allowed the full 120 days.

Can I appeal more than 1 report? Only one fitness report can be appealed in a single appeal submission. You must submit separate appeals for each fitness report that you are appealing. If you plan to appeal multiple reports and they are related, provide an explanation in the comments section at the end of Step 2, so the appeals can be combined before they are seen by the PERB.

How do I start? Every appeal must include a completed DD-149 as the source document. Please complete the form, print it, and sign it — appeals without a signed DD-149 will not be accepted. When completed, upload the form in Step 3 with any other documents you are submitting to smb.manpower.mmrp-13@usmc.mil. If you are also submitting a letter that explains your argument, you may simply write “See attached letter” in block # 6 of the DD-149.

Do I need evidence? Yes! The burden of proof is on you to prove that your fitness report is incorrect or unjust. Therefore, you must provide evidence to support your claim. If you believe that no evidence is necessary to prove your claim, please submit a personal letter explaining why you believe this.
