Who we are
The mission of MMPB-22 is to provide current and timely Official Military Personnel Files (OMPF) for active, reserve, retired and former Marines for purposes of promotion, assignment, retention determination of benefits, post-service entitlements, and other purposes as applicable.

***Effective 29 August 2023 and with the release of MARADMIN 412/23, we will no longer be processing OMPF Update requests including Official Photos that are submitted to any of our organizational mailboxes (SMB.MANPOWER.MMRP-20@USMC.MIL, SMB.Manpower.MMSB.Ph@usmc.mil, or SMB_MMRP-HELP_DESK@usmc.mil ). We will still be using the SMB’s to answer questions and assist with trouble shooting when necessary. ***
***Official Photos are still required to be submitted to the OMPF. COMMSTRAT Personnel or Unit Administrators must submit the Photo via ORMA. Photos must be converted to PDF using the Print to PDF feature before submitting the photo.***
OMPF Elements
1. Data collected and stored in the Marine Corps Total Force System (MCTFS). This data is represented in the Header Data on the Master Brief Sheet (MBS).
2. Digital copies of original documents required to be kept permanently for the purpose of validating the information in MCTFS and providing verification of service and entitlements when required both on active duty and after separation.
The information and documents that comprise the OMPF serve as the record of service for a Marine from initial enlistment through final separation. The authority for inclusion of these documents in the OMPF is provided by MCO 1070.1.
OMPF Purpose
The purpose of the OMPF while on Active duty is to serve as the Marine’s advocate at Headquarters Marine Corps (HQMC) and is used for promotion, selection, and assignment purposes. Once a Marine separates the OMPF is used to provide validation and information when requested by veterans or agencies that require verification of service.
It is your responsibility to ensure your record is accurate and complete. Please review your record thoroughly. This is especially important prior to any promotion or selection board for which you are eligible and prior to separation from the Marine Corps.
OMPF Records Management Application (ORMA)
The OMPF Records Management Application (ORMA) marks a significant step forward in record management for Marines. ORMA empowers individual Marines to take control of their OMPF and ensures timely updates. Despite being in its early stages, ORMA has already demonstrated a remarkable reduction in turnaround time from submission to document integration into a Marine’s OMPF. Moreover, ORMA is poised to become a cornerstone of the Marine Corps’ efficiency drive in the years to come.
ORMA vs. OMPF Viewer on MOL
What is the difference between ORMA and OMPF Viewer on MOL?
-OMPF Viewer is exactly that, an application that provides an interface for the user to view stored documents. In this case the documents in the OMPF. Since OMPF Viewer is accessible from the MOL interface the users can access the OMPF for view purposes only from any computer connected to the internet either by logging in with a username/password or using a CAC Reader. The user will not however be able to take any actions from the OMPF Viewer to update the OMPF as it only provides the capability to view the documents.
-ORMA is an application that provides an interface for the user to view stored documents as well as perform actions to update or correct those documents. The user can request to remove, replace and add new documents to the OMPF via ORMA and will be able to track and view those requests for as long as ORMA is still being used and the user has access. ORMA can only be accessed while the user is on a computer connected to a .mil domain connection, .mil domain does not mean just the Marine Corps Enterprise Network (MCEN), as long as the Marine has access to any .mil domain connected computer then access can be achieved.
REQUESTS TO REMOVE DOCUMENTS FROM THE OMPF
Documents can be requested to be removed via ORMA if they meet the following criteria:
-Documents that are duplicates or needs an admin correction.
-Documents in the Commendatory/Derogatory (Schools/Civilian Education) that are unnecessary/not required
All other removal requests:
-Documents that are found in a record that do not belong to that particular Marine, then the Marine or the unit admin must email Mr. West at james.west@usmc.mil with the EDIPI of the record that has the incorrect documents and what folder/subfolder that the documents are currently located in.
-Requests to remove page 11’s/UPB’s that do not meet any of the above criteria must be submitted to MMPB-21 at smb.manpower.mmrp-13@usmc.mil.
-Any request to remove documents that are not described above must be submitted to the Board of Correction of Naval Records (BCNR). Marines need to submit a DD Form 149, with supporting documentation, directly to BCNR for adjudication.
REQUIREMENTS TO Access ORMA
All Marines can access their OMPF through ORMA.
STEP 1: To access ORMA the Marine/user MUST be on a .mil domain connected computer (either directly connected to the hardline or via the VPN APPGATE) and have a valid Common Access Card (CAC). Users CAN NOT ACCESS ORMA WITH A PERSONAL COMPUTER.
*** If you are a Marine that does not have .mil access for example (Reservists, MSG Duty, AMOI Duty) then you must use your unit Admin to assist with updating your OMPF via ORMA. Do not continue to the next steps and contact your Admin Section.***
STEP 2: Registration with the Manpower & Reserve Affairs (M&RA) Portal. www2.manpower.usmc.mil/app.htm. Click the Register button in the top right corner of the screen and follow all instructions and fill in all information correctly.
STEP 3: Once registration is complete you will return to the main Manpower and Reserve affairs Web page. Scroll all the way to the bottom of the page to the resources and you will find the link to ORMA.

Request access to use ORMA on Behalf of other Marines
Authorized access to ORMA to view and submit requests to remove, replace or add new documents to the OMPF on behalf of Marines can be requested by following the user guides that are found in the Resources TAB above. Users will still need to follow the steps above if this is the first time they are trying to access ORMA. If you do not complete the above steps you will not be able to access ORMA . Once access is granted users can use the HOME PAGE link below to reach O-RMA. The USER GUIDES link below has step by step video guides to guide users through how to use O-RMA to update a Marines record.

1. Do I need permissions to login to ORMA?
As a Marine accessing your own OMPF, you are not required to obtain permission to access O-RMA. The only thing required is to follow the steps found under the Access requirements for ORMA tab on this web page.
2. Who is authorized to view or take actions on behalf of other Marine’s OMPF?
Permission to view other Marine’s OMPF are only being granted to S-1/G-1's, IPAC's, SJA/Legal Services, Security Managers, COMMSTRAT and specific HQMC Agencies. Commanders/SgtMaj/1stSgt and any other unit representatives to include career planners will not be authorized access to view records within O-RMA (please continue to use MOL).
3. The document name does not appear on the drop-down list. What document name to choose?
The “Document List” containing the complete list of documents, can be found under the Resources tab. If you have a document, you believe should be added please email Mr. James H West at james.west@usmc.mil. Please provide an example of this document (remove any PII) and any reference that you believe can validate the requirement to add the document to the OMPF. We will respond to your request within three business days.
4. I submitted a request in O-RMA, but the status reads “Ready for Index”. What does this mean?
When a user creates an OMPF UPDATE REQUEST on behalf of a Marine the first this that happens after the “CREATE” button is selected is the system takes the attached PDF and separates it into individual pages to allow for the user to add or change the required data elements. While this is happening, the batch is placed in the DRAFTS tab and the status will display “PROCESSING”. Once complete the batch status will change to “READY FOR INDEX”. At this point the user needs to click on the batch id to open the batch and then review each page to ensure that the correct EDIPI, DOC Type and Effective Date are added and click the “Save and Continue” button at the bottom of the document properties on the right side of the batch. If the batch is more than one page, then only the last page will display the “Submit” Button. ******It is important to note that no batch is officially a request in O-RMA until the “Submit” button is selected and the batch leaves the DRAFTS tab.******
5. My Master Brief Sheet has incorrect or is missing data.
MMPB does not have anything to do with the Header data on your MBS. The info contained there is pulled from Marine Corps Total Force System (MCTFS)/3270 and is updated/changed when the IPAC reports new or corrected information via Unit Diary. If you see any issue with your MBS Header data you must go to your local IPAC to make these changes. If you have an issue with any of your FITREP data on the bottom of your MBS you must reach out to the FITREP Branch at this email HQMC.A-PES (hqmc.a-pes@usmc.mil) and they will have to take any actions needed to correct that information.
6. How do I change the order or orientation of my documents in my OMPF?
- The OMPF is a digital representation of your period/s of service from date of original entry to final separation. There are only specific documents that are required/authorized to be kept in the OMPF and the list of those can be found on our Official Web Page under the Admin Resources on the right side of the page: OMPF – Records Management Application (O-RMA) – Marines MRA (usmc.mil). If it isn’t on this list, then it isn’t authorized to be “ADDED” to your record. This doesn’t mean however that we can just remove a document that is in your record. What I mean is that there may have been a point in which a specific document was authorized but is no longer and we are not authorized to just go back and remove those from your “PERMANENT” OMPF. We are authorized to remove duplicates or documents that are not yours that may have been added erroneously but other than that an Official Request to the Board of Corrections for Naval Records (BCNR) must be submitted and based on that request and determination we may or may not be authorized to remove documents that do not meet the 2 criteria provided above.
- The criteria that must be meet for a document to be added to the OMPF are the following:
- Is the document legible
- Is it a legal/authorized document to be included in the OMPF
- Does document match the EDIPI of the member
- If the document meets these 3 criteria, then it will be added. There is no requirement to have the document in any specific format for example but not limited to: date/chronological order, portrait/landscape, size of the image, etc. What this means is that we do not now, nor have we ever been required to place documents into the OMPF in any specific way. The current digital applications that are available for Marines to use (ORMA/MOL OMPF Viewer) have been designed to display the images in a specific folder structure and that is the only thing that we have ensured continues by adding the requirement to have an effective date and document type to each document so that they can be added appropriately to those folders.
- The system currently is defaulted to place all documents in “Effective Date” order, however since most of the documents in the OMPF were from the old database/system there was not an effective date associated to those documents. We only had the date added that was associated to those documents, so we defaulted all old documents “Effective Date” to be the date added. This is why your documents now seem to be “OUT OF ORDER”. In the very near future, we will be adding a capability that allows the Marine to submit a request to edit the document properties information specifically (Effective date and Document type). Once this is in place and a Marine submits a request to change the document properties of a document and it is approved then the system will rearrange them to potentially a different folder and place them in “Chronological Order” based on the default settings of Oldest to newest by “Effective Date”.
- The Promotion Board Support Section briefs all member of each board the information in Paragraph 3 before each board starts this way, they understand that the documents are not required to be in an order and therefore it should not be something that is held against anyone.
