Who we are

By SecNav instruction, MMPB-24 exists to provide counsel to Marines who have been passed for promotion. Additionally, we provide counsel for promotion boards, PME, and career progression. If necessary, we can provide advice on how to send matters to the Performance Evaluation Review Board (PERB) and the Board for the Correction of Naval Records (BCNR).

We also conduct site visits. There are typically 4-5 enlisted counselors and one officer counselor to serve the entire 173K force. Submit your request for a career counseling well in advance, as there may be upwards of a three month wait depending on the season.

To make the most of your counseling experience, please note the following:

1. Before speaking with a counselor, please complete the OMPF self-audit. Guidance for how to do this is on our website.

2. If you have an appointment, please call precisely at your scheduled time. We don’t have a receptionist, and an early call will disrupt another Marine’s session.

3. If you cannot keep your appointment, PLEASE LET US KNOW AHEAD OF TIME! This will free a counselor for someone else or let them conduct follow-up on a previous case.

4. You may be counseled by a Marine junior in rank to you. He or she will have access to all the same information as the section head/chief, respectively, and will provide the same quality counseling.

There are numerous resources on our website relating to the PERB/BCNR, above zone promotions, and the PES, among others. Please avail yourself of them.

The officer career counseling section will provide, upon request, counseling to officers concerning competitiveness, future career decisions, and failure of selection for promotion to grades CWO-2 to O-6. Additionally, MMPB-24 provides advisory opinions to the Board for Correction of Naval Records, responses to General Officer Inquiries, and other staff actions concerning review of Official Military Personnel Files.

STEP 1:

Complete the Career Counseling Appointment Request Form and email to smb_manpower_officer@usmc.mil

STEP 2:

Complete the OMPF-MBS Self Audit. MCO 1610.7B, Chapter 8, paragraph 3. a. (1) (c), directs Marines to conduct a self-audit as described in Appendix H prior to the career counseling meeting. The linked OMPF-MBS Self Audit is an MMPB-24 generated product and supplements MCO 1610.7B Appendix H Self-Audit Procedures.

NOTE: Your email with attached Appointment Request Form is automatically placed on a waitlist. This waitlist is first come, first served. Wait times vary significantly depending on the season. Officers previously considered for promotion and not selected will have priority. Once your name comes up in turn for scheduling on this waitlist, you will receive a message from a career counselor to coordinate an appointment time.

All career counseling sessions are scheduled in advance and conducted over the phone. Access to Microsoft Teams will enhance the meeting with screen share; however, MS Teams is not required to conduct the meeting. Those local to Quantico, VA can meet in-person for their scheduled meeting.

The Enlisted Career Counseling section has built a list of commonly asked questions (known as the selection board debrief questionnaire) and provides this questionnaire to all 21 members of the SNCO promotion board (via MMPR – the Promotions Branch) prior to the board beginning the selection process. This questionnaire is beneficial for us to be able to find out factual information regarding the Promotion process and competitiveness for Marines, in regards to what trends (positive & negative) the board members saw throughout all records reviewed, as well as other pertinent information that they want passed to Marines around the Corps. We then compile this information into a single document to release to the NCO, SNCO and Officer communities to show Marines what they need to focus on in making themselves as competitive as possible. This document is a compilation of the boards most common answers added in with the Career Counselors perspectives from daily interaction with the NCO/SNCO communities and regular interaction with board members throughout all board debriefs conducted, yearly (not just one specific board).
