Integration/Readiness & Analysis/Accessions/Classification Management

  –Conduct strategic force analysis
  –Develop and execute strategic plans to support Global Force Management requirements
  –Recruit Distribution/Classification
  –Monitor staffing of all commands
  –Coordinate BRAC and unit moves, activations and deployments
  –Manage Overseas extensions via TFRS and Global Sourcing requirement
  –Manage Extension for Deployments via TFRS (EFDs)
  –Process request for Stabilizations
  –Classify/reclassify Marines according to Initial Classification plan
  –Evaluate on a monthly basis/Execution Order
  –Coordinate the Permissive Recruiters Assistance Program
  –Identify inefficiencies in the “Street to Fleet” process

Distribution/Models/Systems Support/Requirements Development

The Distribution/Models/Systems Support/Requirements section is responsible for producing Officer and Enlisted Staffing Goals for the Marine Corps. This task is carried out by the Enlisted Staffing Goal Model (ESGM), and the Officer Staffing Goal Model (OSGM), models designed to optimize the staffing based on the Authorized Strength Report (ASR) and Assignable Active Component inventory. The ESGM and OSGM, compare the ASR with available assignable personnel inventories to derive staffing goals in compliance with CMC and Headquarters Marine Corps Manpower Management Policies.

The Distribution/Models/Systems Support/Requirements section is responsible for the following:

  –OSGM/ESGM – develop optimal staffing solutions to those billets that CG, MCCDC has authorized (ASR) to be manned with the available officer inventory in compliance with CMC and Headquarters Marine Corps Manpower Management Policies.
  –Manpower Management Enlisted Assignments (MMEA) Extract – creates personnel data for ESGM.
  –USMC Manpower Assignment Support System (WebMASS) – provides an automated and integrated workflow tool that offers access to essential information for making assignment and career management decisions. The interface integrates various information sources and allows Monitors to perform ad-hoc and focused queries. Primarily the system produces and manages Permanent Change of Station (PCS) orders to officers and enlisted.
  –The Enlisted Personnel Availability Digest (EPAD) and the Officer Personnel Availability Digest (OPAD) are statistical reports of pertinent data used by manpower planners at Headquarters, Marine Corps. The digests consist of statistical data concerning manpower planning goals and status of the manpower inventory.

  –Distributes the inventory to units
  –Assigns individuals to units
